I encountered the same issue last yr but mine was worst in that only 2 sinkie among a dept of 32 staff. I leeported to mom but the mom is my home mom. Mom advised me to quit so I self terminated myself and now working in a weird job as living statue.

Another alternative method to beat the quota is to put it other external HR companies like RecruitFirst or RecruitExpress so you can classify your workers as outsourced.

No use at all. All levels in MOM are sleeping on the job & do not care less!!
I have lodged complaint four times on same Employment Agency Crislow overcharging worker's commision of twice monthly pay which is MOM ruling........... even up to Sr MOS & minister's level. NO response whatsoever. Even if I were wrong in complaining at least a letter from MOM shud come explaining why action cannot or will not be taken. Why is MOM now so arrogant esp after GE? Or is MOM protecting those staff who are on EA;s payroll??
