Before they swear to tell the truth, they will be briefed & scripts drafted for them "to say the good things"...as if, you do not know, the system here...??? If this school is run by oppositions party, you will be sure, they will baying like woof in heat, baying "to tell the truth, come clean, & be honest" & a COI will convene immediately without being asked...even prompted to commit hare kiri, for hiding...

most of risk management can only be done on the ground at Sabah's side

This mountain climbing things have been going on for years, why before the earthquake nobody says anything. Nothing have gone wrong during those trips during those years. Now nature strikes which can't be control or predicted, it's no one fault not even the parents. Shit can happen anywhere and anything time.

Did the teachers and guides factor in the meteorological advisories and carry out a risk assessment on 4 jun nite or 5 jun morning?

Why did TKPS decide to go ahead with such mountain climbing adventures whereas some other schools orefer not to? How were the students selected? Did the teachers volunteer to go were they compelled to go? Let Ms Caroline Wu tell that to the COI

the purpose of the COI is not to bring back the dead. the aim of the COI is to prevent a recurrence and to know the lessons learnt from the tragedy

I think beside tkps, there were also 2 more sg schools at MKK.
Luck was on their sides.

You cannot do risk and mass casualty management away from MKK.
You must be on the ground to assess the situation.
Sabah is not going to let you go fault-finding.
All you can do is to train the students for self-preservation.
