My years of winning at office politics tells me that while the school leaders and teachers are praised in public for their selflessness, they would be privately made to take responsibility for this catastrophe. The more junior teachers would either be made to resign or accept a year of formal low work performance review followed by several years' worth of being informally blacklisted. The more senior school leaders could be pushed for quiet resignation or deployment to another quiet government branch where they would never ever be promoted again.
