Even Communist China and the Soviet Union does not think up ridiculous titles, such as ours, to keep ex-Ministers on the gravy train. If they plan to take our money they should at least be amusing. Start a ministry such as John Cleeves' Ministry of Funny Walks or a think tank like Institute for the Promotion of Tooth Picks.

Not good enough.
It must be announced to the public. Only when that is done will the world know there's a succession plan and Kee Chiu's appointment will be secured--as in LHL can't remove the former if he changes his mind or has doubts about the former's capabilities and performance.
