Yup. Can never be in complete control. Other agencies need to come in more aggressively. Police cant police the entire Geylang.

Geylang is not the issue, the issue is the flood of foreign so called " scholars"/ PMET's let in by the pappy to steal places in tertiary institutions and jobs from locals.

How many locals actually stay in Geylang and make a living there?

That is generally true. But no matter what, whether it is NSF in SPF or SAF, it is still worse off than those FT scholars who need not serve at all. An example is one of the passenger on the ill-fated MH370. He was on a govt scholarship for foreigner just finishing his A level in SAJC. Instead of serving NS like his Singaporean male cohorts , he was on a leisure trip to Beijing.
