Singapore per capita income for 2012 is $34k vs US per capita income of $46k.

Thus, Sinkapore garbage workers should earn about $50k a year.

In the US, jobs are plentiful even for the lower income, so the scarcity of menial workers results in good pay for them. In Singapore, the govt manipulates the economy and actively enacts deliberate policies to suppress wages using:

(a) economic monopolies
(b) foreign influx

That is why cleaners and other odd jobs labourers earn so low here.
 
It is all very well to pay garbage collectors astronomical salaries but at the end of the day, it is the struggling rate payer that carries the financial burden because the salaries will all come out of his council rates.

When it comes to conservancy charges, Singapore is much lower compared to countries which have legislated a minimum wage.

I pay $5000 a year for garbage collection once a week and the grass to be mowed outside my house every 6 to 8 weeks and the streets swept once a month.

I pay $4,400 per annum for some $900 per month banglas to clean the common areas at my condo, so much for your theory.

That's a condo. My rates are for a standard plot with a house on it. No common areas.

Condo rates include sinking funds, lift maintenance, building repairs etc.

Condo rates in Auckland are typically double to triple what you are paying. A 3 room condo in the city is paying $12,000 a year and you often have to pay extra for car parks.

An excellent deal. If the Banglas that did the job were paid $100,000 annually and swept and cleared the garbage daily, you'd be paying $9000 per annum for a 5 room flat.

the management company and or hoa have been making a hefty profit or surplus from you and other owners if they can hire workers at $900 per month. labor is a major component of maintenance service and conservancy expenses.

i have a home in sunnyvale, and the hoa dues per home for the neighborhood per year is over usd4200. it covers yard maintenance, swimming pool, tennis courts, driveway, covered resident parking, open visitor parking, garbage and recycling, occasional painting (every 5 years), fire and flood insurance. the average mexican worker gets paid usd10 per hour or about usd1600 per month by his management based on a 40-hour week to cover over 160 homes per month. management company charges owners usd20 per man-hour for labor component, and it typically sends out 2 workers per work routine (truck roll). the management company is hired by the hoa committee based on cost and quality of service. if it cannot hire mexicans at low pay, it will have to hire americans at more than 4 times the pay to entice fat lazy americans with an entitlement mentality to do the hard and dirty work. and most likely, these americans would be unionized and they would demand 6 to 8 times the pay (equivalent to basic pay of a bus driver of the county transit). all that increased labor cost would be transferred to every home owner by several fold. for the management company to compete, win and secure the contract, and make a profit, it has no choice but to hire (cheaper) foreign talents from mexico. :D

Conservancy charges are not the only source of income for cleaners. More cleaners work in private properties including commercial and industrial properties where the owners can afford to pay more than they do now for cleaning services.

They are not the "struggling rate payer" as you claim.
