Snowden's options narrow as nations reject asylum

MOSCOW (AFP) - Several countries rushed to reject asylum requests from fugitive US intelligence leaker Edward Snowden on Tuesday after he sought safe haven in 21 nations in a bid to win protection from American authorities.

Most European countries either flatly rejected the request or reacted cooly. But the leftist leaders of Venezuela and Bolivia rose to the 30-year-old's defence and said they would consider the application under the right conditions.

Snowden found particular support in Nicolas Maduro of Venezuela -- a long-term thorn in the side of the United States.

"What he did was reveal a big truth so that we could avoid a war," Maduro said during a two-day visit to Moscow for an energy summit.

"What is happening now should not be -- he never killed anyone or planted any bombs."

But Maduro refused to entertain speculation he might take Snowden on a plane with him from Moscow -- a possibility raised both by Russian media and political observers of the explosive case.

Bolivian President Evo Morales also said his country was willing to consider giving Snowden asylum.

"If there were a request, of course we would be willing to debate and consider the idea," Morales told Russia's state-run RT television in comments translated from Spanish.

--- Rejection from Europe ---

Poland immediately rejected Snowden's petitions while an Indian foreign ministry spokesman said there was "no reason to accede to the request."

The Netherlands also said no while Brazil said it was "not going to respond."

And a spokesman for Russian President Vladimir Putin said Snowden himself had decided to scrap his petition with Moscow -- where he has been stranded in an airport transit zone since June 23 -- after the Kremlin chief said he wanted him to stop releasing damaging allegations about the United States.

"He abandoned his intention and his request to receive the chance of staying in Russia," Putin's spokesman Dmitry Peskov told reporters.

The WikiLeaks anti-secrecy website -- its associate Sarah Harrison travelling with the former National Security Agency contractor -- said he had sent out applications to 13 European countries as well as six Latin American nations along with China and India.

A Chinese foreign ministry spokesman in Beijing said: "I've seen some reports of his petition for political asylum in some countries but I have no information about that."

Austria, Finland, Iceland and Norway confirmed they had each received the request but the petition was invalid because it was not filed from inside their respective countries. Ireland and Spain issued similar statements.

Germany said Snowden's request would be reviewed "according to the law" while France and Switzerland said they had not yet received an application.

Italy said it was "contemplating" the request.

Twelve countries have still not said whether they have processed Snowden's application or if the ones they had received were valid even though they were made outside their respective states.

Snowden has remained quiet and out of sight of reporters since arriving at Sheremetyevo Airport.

He had planned to travel to Cuba the following day but never got on the flight because he lacked the proper boarding papers after his US travel passport was revoked.

Late Monday, he issued his first statement since his arrival in Moscow -- a blistering attack on the United States.

He accused Washington of pressuring foreign leaders to refuse him refuge after the US authorities charged him with espionage for his intelligence leaks.

"These are the old, bad tools of political aggression," Snowden said in a statement published by WikiLeaks.

"Their purpose is to frighten, not me, but those who would come after me."

Snowden also called Ecuador -- where he first applied for asylum and whose London embassy is harbouring WikiLeaks founder Julian Assange -- "an example to the world".

An asylum application letter Snowden sent to Poland and released to the media Tuesday stressed that he made the request "because of the risk of being persecuted by the government of the United States and its agents."

He said he feared repercussions over his "decision to make public serious violations" by the US government of its constitution and UN treaties.

Snowden's latest major leak about US spying on EU countries has angered many European governments and threatened to derail preparations for delicate talks on a massive free trade deal between Washington and Brussels.

European Parliament president Martin Schulz stressed that he was "sympathetic" to Snowden's petitions and compared reports of US spying on EU offices to "KGB methods".

The 30-year-old American remains in legal limbo in the transit area at Moscow's Sheremetyevo Airport. He has no legal travel documents and has made his asylum applications through a legal representative.

Bolivia has accused European countries of an "act of aggression" for refusing to allow its presidential jet into their airspace, amid suggestions US fugitive Edward Snowden was on board.

Bolivia said France, Italy, Spain and Portugal had blocked the plane from flying over their territory.

President Evo Morales was flying back to Bolivia from Moscow when the plane was forced to stop in Vienna.

The jet was reportedly searched for Mr Snowden, wanted for leaking US secrets.

He was apparently not on board and is still believed to be in Moscow's Sheremetyevo airport, from where he is seeking asylum in Bolivia and several other countries.

Forcing the plane of a national president to land is a highly unusual move. Bolivia says France, Spain, Portugal and Italy initially denied the plane overflight rights. The assumption must be that the United States asked some European countries to intervene. It didn't want Edward Snowden slipping from their grasp if he was on the plane.

An Austrian government source tells me that having requested and got the agreement of the Bolivians (because state immunity was involved), Vienna airport police checked the identity of the five crew members and six people accompanying President Morales. They then searched the plane and found nothing.

If the Americans did persuade several European countries to deny overflight rights to the Bolivian president, it would suggest Washington is winning the diplomatic argument in Europe's capitals that Edward Snowden must be apprehended.

Remember, this happened just 48 hours after much of this continent reacted with anger to leaks provided by Mr Snowden that allegedly showed the US was spying on EU offices and European embassies.

The options for Mr Snowden appear to be diminishing.

The incident came hours after Mr Morales said his country would consider a request for political asylum from Mr Snowden.

Bolivia's UN envoy Sacha Llorenti told reporters in Geneva that he would complain to the UN about the European countries' actions.

"The decisions of these countries violated international law. We are already making procedures to denounce this to the UN secretary general," he said.

But France denied refusing the plane permission, and Spain subsequently said its airspace was open to the jet.

The Portuguese foreign ministry said Portugal had granted permission for the plane to pass through its airspace but denied the plane's request to make a refuelling stop in Lisbon because of unspecified technical reasons.

And an unnamed Vienna official told the Associated Press news agency that Mr Morales' had requested permission to land because there was "no clear indication" the plane had enough fuel to continue its flight.

But Mr Llorenti continued to insist that permission to fly through the countries' airspace had been denied at the bidding of the US.

"We have no doubt that it was an order from the White House... For no reason whatsoever should a diplomatic plane with a president [inside] be diverted from its route and forced to land in another country."

Austrian officials said the airport authorities had searched the plane, but with Mr Morales' permission.

The plane took off from Vienna on Wednesday morning, having landed there late on Tuesday.
'Offence against Latin America'

Mr Morales said presidents should have the right to travel anywhere in the world.

"It's not an offence against the president, it is an offence against the country, against the whole of the Latin American region," he said before taking off.



However, Eurocontrol - which co-ordinates Europe's airspace and traffic control - said it was "a national decision whether or not to accept a state flight" under the terms of the Chicago Convention on International Civil Aviation.

Mr Snowden is wanted by the US on charges of leaking secrets he gathered while working as a contractor for the National Security Agency (NSA), America's electronic spying agency.

The leaking of thousands of classified intelligence documents prompted revelations that the US has been systematically seizing vast amounts of phone and web data.

National Intelligence Director James Clapper apologised on Tuesday for telling Congress in March that the NSA did not have a policy of gathering data on millions of Americans.

He said in a letter to the Senate intelligence committee that his answer had been "clearly erroneous".

China, Russia and several European countries have expressed anger with the US over the apparent scale of its surveillance programme.

If he had only released info on us govt spying on own citizens, I think he will be relatively safe and treated like hero whistle blower.

But he must release more secrets on USA spying on NATO etc. what is his intention? Serve him right for his current predicament.

Snowden is like manning, the wiki leak original source. They are not content with releasing limited info, and must throw out secrets that do real harm to own country. Attention whores.
 
Even if Snowden has been given asylum in Russia he still cannot travel anywhere as he has no passport. At least he is in a better position than Assange who has been holed up in the Ecuadorian embassy in London for over a year.
