Singapore inquest finds U.S. engineer committed suicide

Hong Kong (CNN) -- A coroner in Singapore has reaffirmed that American engineer Shane Todd committed suicide -- a ruling that caps a two-month investigation and is at odds with his family's contention that Todd was killed because of his work.
Soon after Todd was found hanging from the bathroom door in his Singapore apartment on June 24, 2012, Singapore's medical examiner concluded he had killed himself.

But Todd's parents disagreed and hired a pathologist in the United States who -- based on Singapore's autopsy report and photographs of the body -- suggested there was evidence that his death was a homicide.
The latest ruling by the coroner sides with the medical examiner's assessment.

"The cause of the deceased's death was asphyxia due to hanging," the coroner's report said.

"There was no foul play involved in the deceased's death. The deceased had committed suicide by hanging himself."

In the report, released Monday, state Coroner Chay Yuen Fatt extended his condolences to Todd's family.
"I hope that the family will be able to find closure and I wish them all the best," the coroner said.
Murdered for his work?

The report is the end result of a 10-day hearing into the death last month.

In it, Chay said Todd had "entertained suicidal ideations of overall increasing severity" in the months leading up to his death.


The United States Embassy in Singapore said the inquiry was "comprehensive, fair, and transparent."
"The coroner heard testimony from a wide range of witnesses in open court and received evidence in the form of written statements and records," it said in a statement Monday.

The decision is unlikely to appease Todd's family. CNN was unable to reach them for a reaction early Monday morning.

Singaporean lawyers hired by the Todd family have suggested Singapore's police work was sloppy and that an assumption of suicide led police to neglect other evidence.

During inquiry proceedings last month, the Todds' lawyers asserted a possible crime scene was altered: Todd's hanging body was cut down and laid on the floor and a nearby chair moved before a forensics team and photographer arrived. Police maintain this follows standard procedure.
The 31-year-old Todd had been working for a year and a half at the Singapore government's Institute of Microelectronics (IME) when he decided to quit his job and return home to the United States.

He was part of a team researching uses of Gallium Nitride (GaN), a semiconductor that can operate at extremely high temperatures.
Documents found on Todd's laptop after his death reportedly indicate IME may have had plans with Chinese telecom giant Huawei to co-develop an amplifier using GaN. Such a device could have both military as well as civilian uses.

Todd's parents believe their son may have been murdered over his knowledge of such a sensitive project. They say their son had warned them his life was in danger.

Both IME and Huawei deny that any joint GaN project ever went forward.

'Burden to those around me'
On the night of June 24, 2012, Todd's girlfriend Shirley Sarmiento, a nurse, discovered his body. She had gone to the apartment after he didn't answer calls or texts.
During the court proceedings, Sarmiento testified she didn't know the details of Todd's work but said Todd told her "how much he hated" it.
On one occasion he told her he was "working on something that could get him into trouble with the American government" and that "heavy hands" were coming after him, though he didn't elaborate.


But Todd had also confided in his girlfriend that he had been depressed since October 2011. But she said he "did not display any suicidal tendencies."
On his laptop, authorities found a two-page suicide note.
"I am so sorry it has come to this but I feel I am just a burden to those around me. I have tried to get jobs in the U.S. but I know I am not capable of fulfilling the duties required of me," he said in one.

What led to death?

In his report, the coroner says Todd did not possess confidential information from his work at IME and the GaN project did not materialize.
"At the time of his death, the major stressor in the deceased's mind was unlikely to be his workload," the coroner said.

Todd had already put in his 60-day notice to leave his job and his workload had decreased,
"Why then would the deceased commit suicide before he was due to return to the US?" Chay posed in the report.
He then hazards some guesses.

Todd was concerned he won't be able to get Defense Department clearance for a new job "because of his perceived involvement in violating US security, the possibility," and about his psychiatric condition, Chay wrote.

"These concerns in all likelihood caused him to feel that his deep sense of failure (which was magnified by his psychiatric anxiety) would follow him back to the US," the coroner concluded. "In the deceased's mind, all these factors eventually outweighed the happy prospects of reuniting with his family in the US and culminated in his ultimate decision to take his own life."

Also, coroner choose not to consider testimonies of colleagues who did not toe the government's story line. And what about the contradictions in testimonies from employees?
Todd was happy after he tendered his resignation - he had a cushy job waiting for him and he was preparing to leave. He wasn't stressed. So, why would he commit suicide? Coroner ignore this part of the testimony made by Todd's colleagues and girlfriend. Why?

Secondly, why did the Coroner not examined the 'perceived fear'? Too much exposure of sinkapore's role in illegal transfer of technology to PRC would not be in the interest of the PAP government.

This verdict was expected and I thought they would do a better job covering up. Failed. As I have said before, Todd's death is just a red herring. The real issue is sinkapore's complicity in the transfer of technology to PRC. Obama administration just wants this to go away, thus the embassy statement. It is left to Congress to act on the complaint.

The death of a young US engineer in Singapore last year was the result of suicide, a coroner in the city-state ruled on Monday, brushing aside claims by the man’s family that he was murdered.

The verdict caps a two-month probe by the Singapore government into the death of Shane Todd, who was found hanged in his apartment in June 2012.
At the time of his death, Todd, 31, headed a team at the Institute of Microelectronics, a Singapore government research agency, working on the development of gallium nitride (GaN), a substance with both commercial and military uses.

He was found hanging from the bathroom door in his apartment by his girlfriend two days after he had left his job at IME with plans to return to the US.
The case, first reported by the Financial Times in February, took on a sensitive political dimension after his family launched a campaign that went as far as the corridors of power in Washington, to try and show that Todd’s death was murder, linked to his sensitive work at the IME.

However, Chay Yuen Fatt, state coroner who presided over an exhaustive 10-day hearing into the case in May, concluded in his final report that he was “satisfied that there was no foul play involved in the deceased’s death”.
“The evidence before me instead compels me to find, beyond reasonable doubt, that the deceased had committed suicide by hanging himself,” Mr Chay told a hearing at Singapore’s subordinate courts.
He said there had been “overwhelming evidence” that Todd had “entertained suicidal ideations of overall increasing severity” in the months before his death.
Evidence presented by the state prosecutor at the hearing in May had attempted to show that Todd had a history of depression and had accessed websites showing how to commit suicide by hanging.

Before his death Todd had been working on a proposal for a research project by IME and Huawei, the Chinese telecommunications giant, to co-develop a device powered by gallium nitride, known as a GaN amplifier.
The court heard in May from IME officials that this project did not go ahead because Huawei ultimately was not interested in the proposal.
Mr Chay said Todd had “not been in possession of confidential and valuable classified information in the course of his employment at the IME”.
“The potential GaN power amplifier project did not ever materialise. Even if it did [which I did not find] the listed specifications show that it would not have violated general export control laws, nor could it have been used for military applications,” Mr Chay added.

The Todd family said before the hearing began they believed the Singapore police too quickly considered their son’s death an apparent suicide and mishandled the investigation. However, Mr Chay’s final report made no mention of the conduct of the Singapore police.

Mark Todd told The Associated Press that “today’s result means nothing to us because we expected it.” The parents were due to make a statement later on Monday.

The US embassy in Singapore on Monday issued a statement saying: “The inquiry into [Mr] Todd’s death was comprehensive, fair and transparent.”
K. Shanmugam, Singapore’s minister for law and foreign affairs, said the city-state had co-operated with US authorities and acted according to the law “to get to the truth”.

“The verdict is clear: Dr. Todd committed suicide and that conclusion was based on clear, incontrovertible evidence,” he told reporters. “Many of us are parents and can understand the family’s grief. At the same time, we need the strength to face the truth and not make fictional and untrue statements.”
Mr Shanmugam questioned the FT’s coverage of the story, accusing it of “recycling untruths”.

IME at the inquest gave out contradicting evidence ...some employees stated that Todd was doing insignificant work, like logistics ...then other employees testify that Todd was doing important stuff. Yet, the coroner chose not to ask why IME was providing contradicting info on Todd's role in IME.

There are so many reasonable doubts but kangaroo judge chose not to address them. What a failure in even trying to whitewash a crime!

Now the judge has become an expert in military technology as well! There was no expert from the US to testify if the technology in question was subjected to US export control laws. It is known that the technology has dual purpose - commercial and military.

However, Mr Chay’s final report made no mention of the conduct of the Singapore police.
Clear cut evidence of 'white-washing'.

I don't blame this judge ...he has so much to lose ...he has earned tens of millions of our tax dollars and if he continues will stand to earn more tens of millions. Why would any sinkee want to jeopardize their financial future? $68 million is the cost to taxpayers of a scholar.

Todd is just a collateral damage in the big picture of illegal transfer of US technology to PRC. Why are you so concerned about sanctions? You seem to hate the Americans so if sanctions happen, you should be darn happy. Then sinkapore can sleep with the PRC.

What are the facts? The facts given by the PAP government? If they are cleaned, then the US government won't need to do an audit on IME. The conspiracy theory didn't come out of thin air. There were questions raised and many have yet to be answered in the coroner's report. Even the coroner report is full of gaps. Since when did the judge become a mental health expert and a technology expert as well?

If there was nothing to hide, then those questions could have been addressed. But they don't or they can't. Thus the conspiracy persists.

The PAP never learns ...they have been cheated so many times by the Chinese, yet they continue to sleep with the Chinese. One wonders what dirty secrets that the Chinese have on our leaders.
A technology transfer sanction is a good thing for the PAP. Then they can cozy up to the Chinese with delight.
Our reserves are long gone ...most of it in the pockets of the Chinese, thanks to the PAP.

This is one point that sticks out, and the Todd family will forever say that this is "unfair" to them. And I, for one.. agree. I see no reason why this request should not be entertained.. I mean.. the Todd family flew all the way from USA.. might as well give them the time to do what they want.. unless the case is not so "tight".. then you might want to "steamroll" it and get it over with. This is my guess.. and pure speculation.. but honestly.. the Todd's will forever say that the SG court is unfair for not allowing them their request.. and they have a point.

How did the coroner come to the conclusion that Shane was feeling all these.. from a Psyche evaluation? And who could do such an evaluation on a... dead person? IMO, the statements on Shane's state of mental or condition can be seen as pure deduction and speculation.. with no way of being proven correct.. or wrong... as the dead can tell no tales.

This just reminds me of David vs Goliath.. except the outcome is.. imho.. far from over.

There are so many reasons why he didn't approach the US authority. Maybe he was fearful that he would be put in jail as he violated a US law? Maybe he was planning to tell the US authority only after leaving sinkapore? Remember, he quit ...that was an action to get away from the mess. And he was happy about leaving.

When the issue is raised with the legislators, then will they look into it. They are busy fighting each other over domestic issues to be bothered with anything else. US politicians are busy folks unlike sinkapore's.

See they care for Shane Todd. They want his mother birth him but after that they allow him to commit suicide.
