To topple the PAP, you need to convince the moderate neutrals who give the PAP the benefit of the doubt.

He is a Cabinet Minister. To most Singaporeans, that gives him the necessary clout to decide what is right and wrong.

When people want to be governed in a certain way (i.e. to have others tell them how to think), then their government will provide that exact method of governance.

Where there is demand, there will be supply.

The electorate is simply too immature and too politically ignorant to understand the implications of all this. It is only the liberal ideologues (who refer to themselves variously as 'civil society' and 'activists') making noise. However, the point is that these 'activists' have totally no influence over the rest of society, not just the 60.1% who voted for the PAP, but the 90%-95% of people who make decisions based on purely bread-and-butter concerns.

The WP seems to have realised this, which is why they have shunned liberal ideology and instead have embraced a brand of politics that can be described as purely municipal in nature.

It is more of a "The govt designed a system to make people have the auto response to follow what the perceived authority in what ever they state out ( in the form of law and policies)" This form of "obedience" is being nurtured and cultured or brainwashed into the minds of young sinkies during their primary, secondary school days and army days plus the control of the Main Stream Media.

This is the overall strategy ( the confidence of stating it) to keep sinkies at bay and be obedient. All in the name of holding power and getting money from sinkies without much resistance. They play the mental and emotional manipulation on sinkies since they are young.
