How could anybody be so naive to believe that Japan today does not have a proper military?
The Japanese navy today is the most powerful navy in Asia. Its warships the most modern.
Of course, they would say these ships belong to the coast guards or marine police.
All war criminals executed? The biggest war criminal, the Emperor, is still living the high life in the palace. And there are probably many others alive today. The Jews became very powerful after WWII and they really went searching around the globe for former Nazis in hiding. The Chinese didn't do this.

Should Japan be allowed to change its constitution in order to allow itself to take a more aggressive stance towards self defence?
Have they been punished enough for WWII?
- Not allowed to have nuclear weapons
- Only country in the world to have been bombed by nukes (not once but twice)
- Millions died
- All war criminals executed
- Not allowed to have a proper military, only Self-Defence Forces, since 1945
