SM Goh is happy to live up to 84? Which means he believes 84 is a ripe old age, which in turn means setting the compulsory annuity age at 85 was a fluke.

Even the SM does not believe he can live to 85, what basis is there for the PAP to withhold people's CPF money until past 85?
