Govt told to stop female circumcision

As the United Nations has adopted a resolution urging member states to ban female genital mutilation, the government has been told it has no choice but to revoke a Health Ministry regulation issued in 2010 that condones female circumcision.

National Commission on Violence against Women (Komnas Perempuan) deputy chairwoman Masruchah said that the 2010 ministerial regulation runs counter to the UN resolution because it legalizes a practice that is harmful to the sexual and reproductive health of women.

The UN General Assembly unanimously approved the resolution, which is not legally binding, on Thursday, urging its 193 member states to enforce legislation that prohibits female genital circumcision.

The 2010 Health Ministry regulation stipulates that female circumcision is allowed as long as it is performed by licensed doctors, nurses or midwives.

“We have consistently pushed the ministry to revoke that regulation because it abuses the reproductive rights of women. This practice stems from the erroneous interpretation of cultural and religious teachings,” Masruchah told The Jakarta Post.

Many Indonesians, she said, believed that female circumcision could control the sexual desires of girls.

Instead of providing health benefits, female genital mutilation can cause severe bleeding, urination problems and can lead to complications during childbirth, according to the World Health Organization (WHO).

The Health Ministry website claims that female circumcision, as stipulated in the regulation, cannot be categorized as female genital mutilation.

The regulation stipulates that “female circumcision is an action of incising the skin that covers the front part of clitoris, without harming the clitoris”.

The Indonesian Doctors Association chairman, Zaenal Abidin, said that the association would study the UN resolution and that they would issue a recommendation related to female circumcision.

“The association cannot make any recommendations unilaterally. We will involve religious scholars and communities in the deliberations. We will also study the suggestions from the WHO and international doctors’ associations,” he said.

Zaenal said, for now, doctors had the freedom to perform female circumcisions.

“Our association has not regulated this practice,” Zaenal said, while declining to state his own medical recommendations on female circumcision.

Indonesian General Practitioners Association member Enrico Renaldi, who believes that female circumcision is unnecessary and harmful, said that medical practitioners in the country were facing challenges in preventing the practice.

“It is hard for doctors to be agents of change. There are strong pros and cons in the matter. Indonesians, particularly those in rural areas, see female circumcision as a necessity,” Enrico said.

Iffah Ainur Rochmah, the spokesperson for the Islamic group Hizbut Tahrir Indonesia (HTI), rebuffed the negative assumptions about female circumcision practices in Indonesia.

“This is a part of our culture rooted in Islamic teachings. The practice should be carried out through procedures that will not cause health implications,” she said.

Iffah called on the global community, including the UN, to not liken Islamic female circumcision with the unhygienic and inhumane practice of female genital mutilation.

She explained that Islam teachings regulated female circumcision as a minor incision of the skin that covers the front part of the clitoris.

“Some ulemas view the practice as sunnah [recommended], while others say it is mubah [neither forbidden nor recommended],” she added. (yps)

i disagree...they should be educated to the extent that they understand that this shouldnt be done at all. Its very barbaric and unnecessary. This circumcision thing is fairly widespread in parts of Muslim Africa. Men may do it for hygene issues but women ????....

Their international consensus statements and treaties such as the Convention to Eliminate All Forms of Discrimination

Their documents, however, did not directly mention the practice, focusing instead on broad categories such as detrimental
practices, violence and rights violations.

Although activists and clinicians continued to refer to female circumcision when working directly with women in the community,
their policy statements and other documents began to use the term "female genital mutilation."

The United Nations resolution adopted urging member states to ban female genital mutilation, has no legal binding on
members' government.

Indonesia's National Commission on Violence against Women - Komnas Perempuan (our equivalent of AWARE) clearly is trying to
hijack this issue by linking it to human rights and detrimental practices (to the sexual and reproductive health of women).

I agree that the lack of education is the main problem especially the Muslim women in rural areas.
 
That is true when they just exposed it. But when the clitoris is exposed over a long period, it becomes less sensitive and therefore harder to orgasm. However, it does not make a girl less horny because it dependent on the girl's biological setup. As for chastity, it is more of an upbringing then anything else.

Circumcision, male or female is a stupid man-made law that serves no useful purpose, rather it increases that chances of infection, and if done wrongly - worse still. Just fucking ban the praactice and anyone who practices it be sentenced to death. Stupid barbaric practice.

There are too many dumb and stupid Muslims who blindly follow feudal Mid-East culture without the understanding that Islam does not promote it.

And the interesting part is that these women, after being mutilated themselves do not realise how that affects them and their relationship. To an extent, it may be the catalyst that drives up Muslim divorce rates.

But on the funny side of it, it does make the Muslim men more skilled in bed cos they've got a tougher job to achieve.

What Is Female Circumcision? Many young females die each year because of it. Here is a detailed explanation.

There are three basic types of genital excision, although practices vary widely. In the first type, clitoridectomy, part or all of the clitoris is amputated, while in the second (often referred to as excision), both the clitoris and the labia minora are removed. Infibulation, the third type, is the most severe: After excision of the clitoris and the labia minora, the labia majora are cut or scraped away to create raw surfaces, which are held in contact until they heal, either by stitching the edges of the wound or by tying the legs together. As the wounds heal, scar tissue joins the labia and covers the urethra and most of the vaginal orifice, leaving an opening that may be as small as a matchstick for the passage of urine and menstrual blood.

The overall proportion of women who have undergone each type of circumcision is not known, although clitoridectomy appears to be by far the most common procedure. It is estimated that about 15% of all circumcised women have been infibulated, although an estimated 80-90% of all circumcisions in Djibouti, Somalia and the Sudan are of this type.

CONSEQUENCES OF EXCISION

In the conditions under which female circumcision is generally performed in Africa, even the less extensive types of genital cutting can lead to potentially fatal complications, such as hemorrhage, infection and shock. The inability to pass urine because of pain, swelling and inflammation following the operation may lead to urinary tract infection. A woman may suffer from abscesses and pain from damaged nerve endings long after the initial wound has healed.

Infibulation is particularly likely to cause long-term health problems. Because the urethral opening is covered, repeated urinary tract infections are common, and stones may form in the urethra and bladder because of obstruction and infection. If the opening is very small, menstrual flow may be blocked, leading to reproductive tract infections and lowered fertility or sterility. One early study estimated that 20-25% of cases of sterility in northern Sudan can be linked to infibulation.

Without deinfibulation before childbirth, obstructed labor may occur, causing life-threatening complications for both mother and infant. Because birthrates are high in many countries where infibulation is practiced, a woman's infibulation scar may be cut and resewn many times during her reproductive years.

In addition, the amputation of the clitoris and other sensitive tissue reduces a woman's ability to experience sexual pleasure. For infibulated women, the consummation of marriage is likely to be painful because of the small vaginal opening and the lack of elasticity in the scar tissue that forms it. Tearing and bleeding may occur, or the infibulation scar may have to be cut open to allow penetration.
Infibulation may make intercourse unsatisfying for men as well as women.

In a study of 300 polygymous Sudanese men, each of whom had one wife who had been infibulated and one or more who had not, 266 expressed a definite sexual preference for the uninfibulated wife; in addition, 60 said they had married a second, uninfibulated wife because of the penetration difficulties they experienced with their first wife, whose scarred vaginal opening became progressively more inelastic after each birth.12 Under such conditions, marital dissolution may occur, especially if a woman's fertility is affected.

In Sudan, for example, one study found that infibulated women are almost twice as likely as other women to have lower fertility and more than twice as likely to be divorced.13 Thus, a practice that is justified as making girls marriageable and safeguarding their fertility may actually increase the risk of marital dissolution and subfertility.

Given the medical complications and related consequences of female circumcision, why does the practice continue? First, it is unclear how frequently such problems occur, for few data exist and those that are available come from small studies or are based on self-reports. Second, in societies in which few women remain uncircumcised, problems arising from female circumcision are likely to be seen as a normal part of a woman's life and may not even be associated with circumcision. The most important reasons, however, probably lie in the social and economic conditions of women's lives.

Politicians, right activities, religion advocates, etc took issue because it is practice in the Muslim
world as a "Religion Obligation".

All four categories are legally practiced across the world as cosmetic and/or elective surgeries.

1. Labiaplasty - correction and/or removal of the labia minora and labia majora as a cosmetic
refinement to make the vulva look like "hamburger" size.

2. Clitoral hood removal - for more astute naming: Female Genital Cutting as oppose to Female
Genital Mutilation. Main purpose is to heightening sexual arousal (not remove arousal as sold by
activists).

3. Vaginal rejuvenation and tightening procedures, sometime introducing corrosive substances to
tighten it for enhanced male sexual enjoyment.

I believe the reasons why Muslim's wanted their females to be circumcised is because they treat their women as chattels. They are what love doll is for the modern man, a sex toy. Another reason is to prevent their women from enjoying sex so they will not be yearning for more if they remain unsatisfied with their current partner. Men can divorce and also marry other women but women cannot.
