What the PAP meant when they said "Singaporeans Always Come First " are:
When come to retrenchment,Singaporeans will be the first to be retrenched.
When come to do NS (cheap slavery),Singaporeans will be the first to be conscripted.
When come to cock-up policies of mass inflow of foreigners by the PAP ,Singaporeans will be the first to be the whipping boy or scapegoat for not working cheaper,better and faster.
When come to serious cock-ups or blunders (racist remarks) by PRs and Foreigners ,Singaporeans will be the first to be farked by the PAP for over-reacting and Singaporeans will be lectured not to repeat the cock-up or blunder again.
When Singapore Employers (e.g.Doughlas Fool) faced difficulties in employing workers,Singaporeans will be the first to be farked on the backside for being choosy and lazy.
When property prices shoot skyhigh caused by PAP policies,Singaporeans will be the first to be lectured that private property and HDB prices are still affordable.
When birth rates falls drastically due to high costs of living caused by the PAP policies,Singaporeans
will be the first to be lambasted and humiliated for being unpatriotic and disloyal.
When jobless rates increase,Singaporeans will be the first to be lambasted for being untrained ,unskilled,non-resilent,non-adaptable,having unrealistic expectations,not able to eat humble pie,..etc
When GDP growth rates go up , Singaporeans will be the first to be blamed as there is still further room for improvement and all Singaporeans will lectured to buck up because the GDP growth rates directly relate to the livelihood (salaries and bonuses ) of the PAP ministers.
