SINGAPORE: With the recent spate of scandals involving top civil servants, and a slip in ranking on a corruption index, is Singapore becoming more corrupt?

Not so, asserts the Corrupt Practices Investigation Bureau (CPIB).

Singapore slipped from 1st to 5th on the Transparency International's Corruption Perception Index last year.

But in its annual report, CPIB said Singapore's score of 9.2 out of 10 means the country is perceived as being very clean.

Last year, CPIB received 757 complaints - the lowest in the last five years.

CPIB celebrates its 60th anniversary next month, and its history is documented in a heritage centre at the CPIB building at Lengkok Bahru.

Exhibits include the commission of inquiry proceedings into the corruption case involving former National Development Minister Teh Cheang Wan.

CPIB director Eric Tan stressed that with strong political will and a whole-of-government approach, Singapore is one of the least corrupt countries in the world.

However, he noted that low corruption does not mean no corruption.

You don't have to favour someone directly to be corrupt. Corruption starts at the specification stage to favour some particular vendors when there is no need to. Or set a financial requirement so high that only a couple of bidders can submit eg a project, valued at only a couple of hundred thousand dollars requires $5 million or even $10m financial certification. There are many such examples. A random scan can reveal several of these. You don't need complaints to unveil corruption.

Corruption per se has many forms which cannot be easily identified or sometimes another word will be used to describe it e.g., cronyism. It is a deviant behavior that destroys much of the ideals that we humans aspire to, and maybe this tells us more about corruption in Singapore which exist apart from the kind of corruption they want to publicise.

That's not corruption as the same script runs for everyone who donates and each donor gets exactly the same package . There is no undertable money involved and there are no hidden perks for those who pay. :p
