If NParks said that the procurement adhere to guidelines, then these guidelines is all rubbish ! Let me share an incident on how I was “invited” to bid in GeBiz.

I was doing a small project for a school. The teacher asked me to do a site survey. After the site survey, the project quoted was only a few thousand dollars. Not wanting the hassle to get more vendors, the teacher verbally said my quote was ok. But he could only award the project to me through GeBiz. So the teacher told me that when the ‘tender’ was up on GeBiz, he would call me. I would just need to submit my quote – exactly the same quote we agreed. He also said that as no other vendors would be able to meet his requirement as they did not know what the details were and also the fact that no other vendors would know that such a project tender would be available in GeBiz. So true enough, I put in a bid as was told – only one vendor put in the bid and got the job.

Although the project I did was a low value, I just want to highlight that GeBiz is fundamentally flawed! Just look at how NParks can award the purchase where there is only one bid and moreover this vendor is from oversea.

Question:

- a company needs to be registered with GeBiz before a caompany can put in a bid in GeBiz. When did this company register ? If it is just before the tender or after the tender is called, something real fishy is going on.

- And how many times have this company participated in GeBiz tender before ?

I never tender anything from GeBiz, its bullshits, they will only choose the cheapest quote, why bother? LOL

I tender many times. They will usually look at what fits their budget n then pick a few to interview. not necessary that the lowest will get one

Its not Gebiz which is flawed .. Its just a computer system/web portal to invite tenders & collect bids. The real issue here is finding out whether there was any prior collusion between vendor and NParks - or if NParks were really dumb and didn't do their due diligence on their purchases first. Either way, someone has been incompetent and therefore corrective action has to taken.

usually, small businesses require this kind of support from government bodies without all the stringent requirements.

most of these orders are less than 10k so why complicate it?

One bid is very common even outside Singapore. These are usually small or specialist projects and the requirements and specifications are also usually lifted completely from the single bidder after they talk with the dept rep. These are put thru GeBiZ to allow accountability and transparency. Sometimes the govt dept must plead with the vendor to bid. All these are par for the course and nothing to do with corruption.

3 quotes was the minimum but most businesses can't be bothered about small items and projects.

The Brompton case however is a different ball game. Its a minimum that the authorised vendor is invited to bid. Ther are too many things that smells with this bid. The one and successful bidder is also not an item vendor. These guys do not even sell bicycles. They actually buy bicycles for their city tour and bike hire business. I am surprised that they even qualified to bid.

At minimum an open inquiry or a CPIB probe must be initiated. The end result must either be someone charged in court or someone sacked for gross incompetence or negligence.

8 bucks should just go back to Penang and retire. I used to be fan when he took over MOH, not anymore. His credibility is shot. He did not even bother to ascertain the facts.

Civil servants are spending money they never earned. Cheng Hoo got plenty of money mah!
They are mostly clueless about your costs. Just know what is " market price " based on whoever hired someone
for a "similar but not same " job. They put up proposed budget for " approval of requirement ". Once this sum is approved, go and ask around for some vendor to work out " specifications of requirements ". The contractor who supply the SOR knows the budget available. But doesn't really know if someone else will come in or not. So, he has to put up a " competitive " bid that doesn't exceed the available budget.

With budget being a key consideration, all who submit bids above the budget will be knocked out .
Civil servant will call up those who are within budget to " assess " the bids. At this point, anything can happen
