AGC claims that the false information was not provided by DR Wu but technically, this is not possible. As the owner of the car which breach traffic rules, the first thing traffic police will do is to send him a letter asking him to provide the particulars of the driver who breach the rule or law at that time and date. He should have provided that information there and then. Now we know that the guy who admitted to be the driver is not really that guy. So technically speaking, the information provided is false. Thus, technically, it is really very difficult to say that he didn't provide false information.

Even keeping quiet when you know the driver is not Kuan, as the car owner, you are liable as well. The explanation so far, is unsatisfactory. Thus, in a normal democratic system, people will question further why different laws are applied here, just like what TOC has done.
