Looks like the notorious PRC Kidnapping syndicate is operating from Johor. It's not that difficult to travel between JB and Singapore via the illegal water route. From there, they could be transported up to Thailand.
Kidnapped children could be used to harvest organs or be mutilated to be beggars. Not likely they will be sold to rich folks in China.

Police investigating possible kidnap attempt of child
SINGAPORE: Police are investigating a possible kidnap attempt that allegedly took place last Sunday.
The incident allegedly happened at about 1.15pm at Ang Mo Kio Hub, when the child was left unattended for a short while by his mother.
The case came to light, after the mother apparently posted the incident on Facebook.
In a string of posts, she said she was attending a magic show with her son. She then saw her son walking away with another woman, after she walked to a dustbin nearby to dispose of some trash. She called after her son and the woman apparently said she had the wrong child.
The mother said her son later told her that the woman had told him she would bring him back to his home.
In its statement, police said they are investigating into a report that a child was in the company of a stranger.
Police is also urging the public not to circulate unsubstantiated information as this may cause unnecessary alarm.
It added that as a general preventive measure, parents are reminded to arrange for their young children to be accompanied at all times.
