I happen to know about vibration machines to a reasonably significant extent. The knowledge and interest made me jump into this discussion literally from nowhere.
Of course, I don't know Singapore well enough so if there are no local distributors of sonic machines, then that's a different thing altogether... But... Since you are talking about getting a Hypervibe from the US, I don't see why you cannot get a sonic machine from the US.
And no, sonic machines do not necessarily start at 7K (USD). Turbo Sonic, which is said to be a very good sonic machine, has recently brought their cost down to around 4K:

And since you have neighbors below you - Hypervibe will make a bit of noise at higher frequencies. It is a great machine but not the quietest one. By the way, if you want to buy in Singapore, don't they have an Australian unit (which ought to be easier than the US from Singapore)?
Naturally, I have no idea what the local distributors in Singapore sell.
I was interested in getting a Whole Body Vibration unit. It's where you do exercises on a vibrating platform. The units I was looking at cost $3k to $10k. They are large & occupy space. I was worried that my neighbours living below would complain
So I was looking at the more expensive Sonic models which go for $7,000 but unfortunately there is no local distributor....
