PAP should plagiarise from the Hammerrhoids in handling the haze question. This is how the haze question would be handled under a Hammerrhoidal “First World Government”.

On the question of the discussion between NEA and the Indonesian government for the haze:
“Our government was not privy to any discussions between the NEA and Indonesian government.”

On whether the Manpower Ministry should impose stop-work order should the haze worsen and PSI reaches beyond 400:
Our Manpower Minister also confirmed that he had told all the employers that the government was not involved in any private arrangements made by the employers.

On the question as to why the government is so late to roll out any measures to help the people, especially medical subsidies, to tackle the haze problem only until now when the haze becomes so hazardous and so many people have fallen sick:
To allay unnecessary anxiety caused to medically unfit and the public due to the media reports, we enclose as Annex A, the tentative schedules for medical reimbursement to the patients at our medical centres within our jurisdiction. At these medical centres, the government will bear most cost related to illnesses related to the haze, such as asthma and cardiac problem. This is in keeping with our obligation to give medical subsidies annually, as confirmed by NEA’s Advisory.

On the question of whether he has blundered by trusting the email of an unknown Indonesian low-level bureaucrat promising that the haze would be fully controlled and would never spread to Singapore:
Our government took that Indonesian bureaucrat’s email in good faith and left the arrangement of the haze control in the hands of Indonesian bureaucracy and the palm oil owners’ association.

But the Indonesian government now claims that they are only responsible for the haze control in Indonesia:
That Indonesian small fry informed our government that “the Indonesian government will make the necessary arrangements with their firefighters and palm oil owners’ association on the haze control during the fire-setting period from 4-8 June 2013.” We leave it to the public to judge whether any reasonable person would take the sentence to refer merely to the control of haze in Indonesia only rather than to stop the spread of haze to Singapore itself, as that Indonesian bureaucracy now claims.

On whether Singapore government should take action directly on those culprits who had started the fire as some of them have assets and companies in Singapore:
We believe it is prudent for our government to deal with the Indonesian government as the lead agency, rather than with the palm oil owners, fire-starters and arsonists, on the haze control, to resolve any issues without complicating the matter further. We trust the Indonesian bureaucrats would not want to see a repetition of such episodes and strongly urge the Indonesian bureaucrats to play a constructive role in this matter, even though the political party entrusted with running this government is not related to their government.

But the Real Opposition in Singapore thinks that you are not doing enough and has been reacting very slow:
If the Real Opposition had felt that any of the above arrangements were not in accordance with requirements, the Real Opposition, being the voice of all Singaporeans, could have easily clarified the matter instead of perpetuating the confusion. .

Finally, what can Singapore really, really do to compel the Indonesian government or companies involved to deal with the fires causing the haze?
The government’s position regarding the haze in Singapore would also apply to the haze in Indonesia. Our Environment Minister merely sought confirmation whether NEA would facilitate the same arrangement regarding the haze control as was done in Singapore.

Goodness gracious me! This is almost identical to the press conference given by LHL!!! No wonder the Hammerrhoids are unable to stand up and speak up on the haze for the people. They can’t even post anything relevant or substantial in their Facebook or website on the haze.

So pathetic! PHUI!

Reporter: Some Indonesian officials are blaming Singapore for the haze because some of these palm oil companies are Singapore-owned. Should Singapore share some blame for the haze or should you play ping-pong and continue to deflect the blame back to Indonesia?

Sylvia 莲:
I find the conclusion of the Indonesian officials that “Singapore government refuse to share some blame for haze, and when that failed it deflected the blame” puzzling and unprofessional as a ‘Third World’ government agency.

Reporter: But the directors and bosses of these companies are Singaporean and they are the ones responsible for the fire-setting. Does your Temasek own any share for these companies and does any of your government staff sits at their Board of Directors?

Sylvia 莲:
Has any of these palm oil company been approached by our ‘First World Government’ staff or its contractors to set fire on the forest? If so, please make it public. Our ‘First World Government’ has investigated the claim and found the claim published in the press report to be baseless.

Reporter: But shouldn’t the Singapore government take the blame since it has been collecting taxes from these companies? And has the Singapore government tried to get these companies to pay extra taxes from their palm oil profit in Indonesia?

Sylvia 莲:
The latest attempt to substantiate this baseless claim was to show these company tax assessment by the statutory board IRAS, who has clarified that it was in response to a separate company tax assessment by the palm oil companies and not pursuant to their contractual obligation with the Indonesian local authority to set fire at the forest

Reporter: Some critics have commented that the Singapore law on environment has failed, as it fails to stop these Singapore companies from setting fire?

Sylvia 莲:
All palm oil companies which are registered in Singapore are well aware of their obligation under the Singapore ‘First World Law’ not to cause the haze and to audit their operational practice under the Singapore ‘First World Law’ at least once a year. Anyone who is interested is welcome to inspect the Singapore ‘First World Law’.

Reporter: Why didn’t the Singapore government make arrangement with the Indonesian government to control fire-setting of the forest earlier and thus to stop the haze?

Sylvia 莲:
That Indonesian small fry in its email dated 6 May 2013 categorically stated that “the Indonesian government will make the necessary arrangements with their firefighters and palm oil owners’ association on the haze control during the fire-setting period from 4-8 June 2013.”

Reporter: But the Indonesian officials have now accused the Singapore government for failing to do anything to help them control the fire-setting and haze control?

Sylvia 莲:
It is ludicrous that a ‘Third World’ government agency would claim that its statement means anything else than what it says, and to change its position repeatedly.
Our ‘First World Government’ took the statement in good faith that Indonesian ‘Third World’ bureaucracy had arranged with the palm oil association for the same. Our involvement was not provided as indicated; hence the Singapore ‘First World’ bureaucrats were unable to carry out the work to coordinate the fire-setting.

Reporter: Did IRAS ask for any additional taxes from these companies for their palm oil profits?

Sylvia 莲:
Our ‘First World Government’ did not ask or impose any additional taxes for fire-setting.

Reporter: Can you share your experience in forest clearing so that the Indonesian officials can learn some tricks from you?

Sylvia 莲:
Based on the past experience of staff of our ‘First World’ Managing Agent in managing the forest in Hougang Constituency, annual clearing of the forest including long grasses and the high trees could be done without additional fire-setting of the forest and disruption of nearby business to towkays and nearby residents. This can be done by taking advantage of the weekly one-day closures for all nearby businesses and the hours when nearby houses are closed and curfew imposed.

Reporter: Care to elaborate more on your trade secrets?

Sylvia 莲:
Our ‘First World Government’ will set the date of annual forest clearing and will inform business owners and residents nearer to the scheduled date and coordinate with them. Our ‘First World Government’ is prepared to consider any residents’ request on fire-setting arrangements to ensure smooth operations and to minimize disruption to their business and inconvenience to residents.

Reporter: Some Indonesian officials have taken a dig at your government, mocking you of behaving like a child and making all this petty noise, do you want to rebut, or are they simply telling the truth?

Sylvia 莲:
Being a responsible ‘First World Government’ with the interest of residents and business towkays at heart, our ‘First World Government’ is always prepared to work with the relevant Indonesian ‘Third World’ government agencies for the benefit of the residents it serves. Even in cases where we may have disagreed with the approach of the Indonesian ‘Third World’ agency, we are always prepared to compromise and to work together for common good, so long as the interest of residents is not jeopardised.

Reporter: So are you admitting that you are behaving like a child and making all this petty noises?

Sylvia 莲:
Our ‘First World Government’ positively responded to that Indonesian official’s snide remark dated 19 June2013 which was published by the press on 20 June 2013. Our ‘First World Government’ welcomed that official’s clarification on the issue of our government ‘First World’ behaviour, and stated that “Singapore government is mindful of its responsibilities for the maintenance and cleanliness of all Singapore companies, including Singapore-owned palm oil companies to safeguard public hygiene and safety. We will use our best endeavors to work with all stakeholders to bring any outstanding issues to an amicable resolution.”

Reporter: Last but not least, your government has been eagerly scratching the Indonesian backside, lending them billions during the financial crisis and facilitating their government officials to hide their ill-gotten millions in your banks. But now, they are not reciprocating your goodwill and scratch your ass in return. How do you feel? Do you feel betrayed?

Sylvia 莲:
Therefore, it is regrettable that our attempts to resolve the issue amicably have not been reciprocated, with the Indonesian ‘Third World’ government taking the opportunity to point fingers at our ‘First World Government’, alleging that it was our ‘First World Government’ which was “deflecting blame”. Who is really the party deflecting blame? I set out the facts above and I believe that the public can judge for itself.
