In islam, 'jihad' has several different meanings, with each meaning corresponding to the military strength of mahomet and his moslem band.

When mahomet was weak, 'jihad' meant struggle, or self-improvement. When mahomet was evenly matched with his enemies, 'jihad' was redefined to mean 'raid'. When mahomet was militarily strong, 'jihad' suddenly means 'to attack others in the name of allah'.

When moslems states were militarily weak, 'jihad' means 'war for self defense'. When moslems were strong, 'jihad' means to attack and conquer unbelievers, or extort them for massive amounts of protection money. Your own moslem scholars of the past declared that not believing in mahomet was considered an act of aggression against moslems and islam, and therefore, legal to issue out a jihad to raid and conquer their lands.
