Not sure about Hsu. But given his age, current rank and non-scholar status, he would have been Hd Ops somewhere - posting after investigation stint.

If he is not a SPFOS, at age 43, to be an Assistant Commissioner (and now SAC), it appears that he has been promoted to his highest achievable rank, so far.
