Yes, it is a very complex situation. Money cannot buy anything. But it can help couples who are married and planning to have children. If it is possible for the husband to support his non-working wife and two children with a single income, that will go a long way to increase the fertility rate.
Many young married couples have chosen NOT to have any children . Some of the reasons: Cannot survive with a single income.No helpers.No one to look after the child. Infant care centres too costly. Medical cost too high. Cannot afford a house, a car and a domestic maid. Parents too old to help. Some in fact are supporting their aged parents and in laws.
So it is not easy for a married man to have any children at all if he is faced with so many problems. So how??? Don't have any children. Those who are keen to have children and who have spent thousands trying to get help have also gave up! The road to having a baby is getting so expensive now that the married couple have totally given up hope.
So I don't really blame the PM for "giving up". It is not a reflection of poor leadership or governance, but a world trend which is very difficult to reverse.

There is a high negative correlation between income inequality and low fertility globally. The higher the income inequality, the lower the birth rate.
Anecdotally people can see it for themselves in the USA and Europe where income inequality is much lower than singapore, Korea or Hong Kong, the birth rates are much higher.
Question is if the pap elites are willing to proactively close the income inequality gap to the extend where they are no longer drawing a income that is at most 7x that of lowest income band? Do the pap elites want to give up their sense of superiority over the masses?
