報告說：「中國可能利用飛彈攻擊與精準空中打擊，對付防空系統，包括空軍基地、雷達站、飛彈、太空及通訊設施，藉以削弱台灣國防、弱化台灣領袖的領導或粉碎台灣人民決心。」
報告也指出，中國在北極地區加強活動，恐怕也是在為強化軍事存在鋪路，包括部署潛艦嚇阻對手的核攻擊。
北京去年初發布首份「中國的北極政策」白皮書，提及要開發因全球暖化而開啟的航道，建成「冰上絲綢之路」，此舉被視為「一帶一路」在北極圈的延伸。
美國國防部這份報告說：「民用研究可能助長中國強化在北極海的軍事存在，可能包括在這個區域部署潛艦以嚇阻核攻擊。」
報告指出，中國軍方已將潛艦艦隊現代化列為優先要務之一，解放軍目前有4艘核動力彈道飛彈潛艦、6艘核動力攻擊潛艦及50艘傳統動力攻擊潛艦。

The US Department of Defense today released the 2019 China Military Report, which describes the possible options for Beijing to decide whether to use force to commit crimes, including taking a comprehensive action to "force Taiwan to submit to unity or to unify dialogue."

However, the report has played down the possibility of a large-scale amphibious invasion in China, saying that the relevant actions are not conducive to the PLA and invite international intervention.

The report also pointed out that Beijing may take a limited number of missile attacks on Taiwan.

The report said: "China may use missile attacks and precision air strikes to deal with air defense systems, including air bases, radar stations, missiles, space and communications facilities, in order to weaken Taiwan's national defense, weaken the leadership of Taiwan leaders or crush the determination of the Taiwan people."

The report also pointed out that China's efforts to strengthen its activities in the Arctic region are also paving the way for strengthening military presence, including deploying submarines to deter opponents from nuclear attacks.

Beijing issued the first "China's Arctic Policy" white paper at the beginning of last year, mentioning the development of a channel opened by global warming and the establishment of the "Ice Silk Road", which is regarded as an extension of the "Belt and Road" in the Arctic Circle. .

The US Department of Defense report said: "Civil research may encourage China to strengthen its military presence in the Arctic Sea, which may include deploying submarines in this area to deter nuclear attacks."

The report pointed out that the Chinese military has made the modernization of the submarine fleet a priority. The PLA currently has four nuclear-powered ballistic missile submarines, six nuclear-powered attack submarines and 50 traditional power attack submarines.

China is laying the groundwork for war with Taiwan

MELBOURNE, Australia – China is improving and increasing its options for a possible future invasion of Taiwan, with military reforms and investments in multi-domain military capabilities offering a range of options to defeat the self-governing island, according to a Pentagon report.

These options range from an air and sea blockade of Taiwan to a full-scale invasion, although the latter option would require a significant increase in the number of amphibious ships, according to the latest annual China Military Power Report released Thursday by the Department of Defense.



Taiwan official pledges boost in defense capabilities won’t be deterred by Chinese ‘coercion’

Under pressure from China, Taiwan has had difficulty since the 1980s in buying weapons and other defense equipment from anyone but the United States, and in upgrading its existing arsenal.

Nevertheless, the report cautioned that the People’s Liberation Army or PLA’s efforts to convert the bulk of its maneuver units to combined arms brigades, “should eventually create more capable, modular brigades and battalions,” while the “expansion of army aviation and the creation of two new air assault brigades also provides more attack, air assault and close air support options for a Taiwan invasion.”

China’s PLA has also made efforts to improve its ability to insert forces by air, by restructuring its airborne corps and establishing air assault units, which would be charged with aerial insertion and seizing key terrain. This restructure saw it reorganizing its previous units into airborne infantry brigades, a special operations brigade, an aviation brigade, and a support brigade, with the corps conducting training exercises in 2018 that involved long-range raid and airborne operations based on actual war plans.

The service has also established a joint logistics support force in late 2016, with the primary goal of supporting a strategic campaign such as a Taiwan invasion. This would be accomplished through command and control of joint logistics, delivering of materiel, and managing various civil-military integration support mechanisms. It’s strategic support force would then be responsible for the use of electronic warfare and cyber operations during a Taiwan contingency, by “seizing and maintaining battlefield information control in contemporary informatized warfare.”

The report added that the PLA is likely still exploring how to reform its joint command processes to integrate information operations and intelligence, surveillance and reconnaissance capabilities more fully at the theater-level, but noted that the structural reforms have removed the biggest barriers to integrating these strategic capabilities.

Nonetheless, the report raises questions about China’s current ability to conduct a full-scale invasion. Despite advances in the quality and quantity of its surface combatants and submarines, the PLA Navy has in recent years only acquired a small number of landing platform docks “indicating a near term focus on smaller scale expeditionary missions rather than a large number of [Landing Ship Tanks] and medium landing craft that would be necessary for a large-scale direct beach assault.”

The preparedness of the recently expanded PLA Marine Corps was also in doubt, with exercises rarely going beyond battalion level events, and its newly raised brigades yet to receive “their full complement of required equipment and not fully mission capable.” As a consequence, the report noted that the scope of training for these units was “rudimentary and the new brigades remain unequipped to perform amphibious assault operations," concluding that an invasion of Taiwan, besides being fraught with significant political risk, “would likely strain China’s armed forces.”

China’s Military Modernizing to Invade Taiwan, Says Pentagon Report

China is rapidly modernizing its military, and may be preparing for its first military operation in 40 years in Taiwan, according to a new report, published on Jan. 15, by the Defense Intelligence Agency (DIA).
The report detailed China’s immediate intentions to modernize to the level of other leading militaries, including the U.S. military, for the objective of invading Taiwan.
The Chinese military, known as the People’s Liberation Army (PLA), “is likely to grow even more technologically advanced, with equipment comparable to that of other modern militaries,” the report stated.
Furthermore, “Beijing’s longstanding interest to eventually compel Taiwan’s reunification with the mainland and deter any attempt by Taiwan to declare independence has served as the primary driver for China’s military modernization,” the report said.
The Chinese regime considers Taiwan part of its territory that is to be united with the mainland one day, despite the fact that Taiwan is a de facto independent country, with its own constitution, democratically elected government, currency, and military.
Target: Taiwan
The DIA report referenced a Chinese white paper from 2015, titled “China Military Strategy” (pdf), where the Chinese regime explained that while world war is unlikely, it intends to prepare for the possibility of local war.
The Chinese military has specifically designed military equipment for battle with Taiwan, according to the report, anticipating that Taiwan will be supported by other nations in the event of a conflict. This includes a wide range of missiles and deployment systems, including a vehicle that launches ballistic missiles specifically against aircraft carriers.
“Beijing’s anticipation that foreign forces would intervene in a Taiwan scenario led the PLA to develop a range of systems to deter and deny foreign regional force projection,” the report stated.
Chinese advancements in some technology will soon be among the world’s most leading-edge. “China’s technological advancement in naval design has begun to approach a level commensurate with, and in some cases exceeding, that of other modern navies,” according to the report.
A new type of naval destroyer developed domestically by China, called the Type 055 Renhai class, “will be one of the most advanced and powerful ships in the world,” the report stated.
However, China’s defense spending remains low when compared to other nations. The report says that China is benefitting from a “latecomer advantage,” where it buys, modifies, or steals technology developed by other nations.
Threat Escalation
In a Jan. 2 speech, on the anniversary of a Chinese Communist Party (CCP) policy statement on cross-strait relations, Xi said “China must and will be united” with Taiwan.
The island’s president Tsai Ing-wen strongly rebutted Beijing’s claims of sovereignty, and later called for support from the international community.
“When a country like us faces difficulties and threats, we hope that the international community takes it seriously and can voice support and help us,” she said.
Days later, Xi spoke at a political meeting for the Party’s top brass, calling on China’s armed forces to “prepare for a comprehensive military struggle from a new starting point,” according to Chinese state-run media Xinhua on Jan. 4.
“Preparation for war and combat must be deepened to ensure an efficient response in times of emergency,” he was quoted as saying.
Rick Fisher, PLA expert and senior fellow with the International Assessment and Strategy Center, said Xi’s comments were an escalation in threats towards Taiwan.
“As Xi Jinping and the CCP leadership become more confident in the PLA’s gathering ability to invade Taiwan, we can expect their threats to become more strident,” Fisher said.
“In 2019 we can expect Xi Jinping to repeat his threats to Taiwan, which will be echoed by China’s propaganda organs and reinforced by PLA air and naval intimidation exercises around Taiwan.”
