The Government accepts that this balance is dynamic and will shift as younger Singaporeans grow up and attitudes shift, but this has to be done in a measured way so that all communities can understand and accept such changes, he added.

PM Lee stressed this point in his letter thanking Mufti Nazirudin Mohd Nasir and the Islamic Religious Council of Singapore (Muis) for their support of the Government’s deliberations on the wearing of the tudung by Muslim nurses in the workplace.

Singapore is one of the few countries in the world where different races and faiths live peacefully and closely together, said PM Lee.

Its racial and religious harmony is based on treating everyone equally without discrimination, and building a national identity shared by all communities while allowing each community to practise its faith and way of life.

“We have done this through mutual accommodation, compromise, and trust building by all groups. Over time, we have reached a delicate balance that considers the interests of all communities.”

While attitudes and norms will evolve along with society, any change to this compact must strengthen, not weaken, Singapore’s racial and religious harmony, he added.

PM Lee’s letter came as the Muslim community here welcomed the likely change in stance on nurses wearing the tudung, or headscarf, at work.

Dr Nazirudin had written to PM Lee earlier to convey that the Muslim community knows this is a complex decision with difficult and competing considerations.

In his reply, PM Lee said the Government fully appreciates the growing socio-religious significance of the tudung (headscarf) to Muslim Singaporeans and is considering how this can be done.

This exchange comes after Home Affairs and Law Minister K. Shanmugam disclosed during a dialogue with senior Muslim leaders last week that the Government is considering allowing nurses to wear the tudung at work, a point he said he had made at a similar dialogue with the leaders last August.

His comments came two weeks after remarks in Parliament by two Malay/Muslim ministers on the subject sparked a critical reaction among some in the community.

In his letter, Dr Nazirudin told PM Lee that the Muslim community here knows it is not easy to manage different aspirations and expectations, while maintaining a high level of trust and confidence between the communities.

He also said Muis is deeply appreciative of the opportunities to provide feedback and inputs on many national issues, including on the tudung, and said that many state policies here have carefully considered and supported the needs of the Muslim community.

I think it would b better if the gahmen clarify its stance on why and the current policy is and why it should not be changed. For me all it should be banned for all government sectors including pap. Means makcik cannot wear. For private sector, its up to the individual n not be coerced in any way by the community.

SINGAPORE: The electricity tariff for households will increase by 8.6 per cent for the April to June period this year, compared with the previous quarter, said SP Group on Wednesday (Mar 31).

This increase is mainly due to the higher cost of fuel for producing electricity by the power generation companies, it added.

Excluding Goods and Services Tax (GST), the tariff for households will increase from 20.76 cents to 22.55 cents per kWh for the quarter ending Jun 30.

Including GST, the rate is 24.13 cents per kWh.

This means that the average monthly electricity bill for families living in Housing Board four-room flats will increase by S$5.62, before GST, said SP Group.

SP Group reviews the electricity tariffs every quarter based on guidelines set by the Energy Market Authority (EMA).

The electricity tariff consists of four components – energy costs paid to the generation companies, network costs and market support services fees paid to SP Group, as well as market administration and power system operation fees paid to the energy market company and power system operator.

SP Group said the energy costs component is adjusted quarterly to reflect changes in the cost of fuel and power generation.

The fuel cost is the cost of imported natural gas, which is tied to oil prices by commercial contracts.

The cost of power generation mainly covers the costs of operating the power stations, such as the manpower and maintenance costs, as well as the capital cost of the stations, SP Group said.

Gas tariffs for households will also increase by 0.84 cents per kilowatt hour to 18.07 cents from Apr 1 to Jun 30, City Gas said on Wednesday.
This is excluding 7 per cent GST.

The increase is due to higher fuel costs compared with the previous quarter, City Gas added.

City Gas also reviews the gas tariffs based on guidelines set by the Energy Market Authority (EMA), which regulates the gas industry.

Magician S. Chandran was yesterday sentenced to three years' jail and ordered to pay a penalty of $295,272 for causing a government agency to disburse $73,818 in public funds to individuals who made bogus claims.


He will spend an additional 30 weeks behind bars if he is unable to pay the amount.


The Singaporean was found guilty last July of three counts of helping three individuals make fraudulent claims under the Productivity and Innovation Credit (PIC) scheme, an Inland Revenue Authority of Singapore (Iras) initiative meant to boost productivity.


The 40-year-old, whom the prosecutors described as the mastermind behind the ruse, still has 55 other charges against him. These will be dealt with at a later date.


The PIC scheme had offered tax deductions or cash payouts to companies that made genuine investments to enhance productivity and innovation, such as by investing in staff training, information technology or automation equipment.


As part of the conditions, businesses had to employ at least three local employees before they were eligible for the PIC cash payouts.


Chandran, who was the sole proprietor of a firm called Paradize Consultancy, helped others obtain the monies even though they were not eligible for the scheme.


The trio - Mahendran Rajoo, Shanti Peerisamy and Crystal Priya Ragavan - received their monies in 2014. They were all dealt with earlier.


For his role in the ruse, the court ordered Mahendran in 2017 to pay a $49,212 penalty. He was also given the maximum $5,000 fine. The Straits Times understands that the two women were given conditional warnings.


In earlier proceedings, it was revealed that Chandran had helped Mahendran register a sole proprietorship called M Midhuna.


Chandran was aware that the company had no employees. Despite this, he "instigated and convinced" Mahendran to make a bogus PIC claim, said prosecutors.

The PIC scheme had offered tax deductions or cash payouts to companies that made genuine investments to enhance productivity and innovation, such as by investing in staff training, information technology or automation equipment.

Deputy Public Prosecutor Sanjiv Vaswani, as well as Iras prosecutors Norman Teo and Christopher Lim, said the trio had handed half of their ill-gotten gains to the magician.


In his mitigation plea, Chandran, who was unrepresented, told District Judge Kessler Soh that he is the sole breadwinner of his family and that a jail term would cause his loved ones to lose their financial support. He also said he has "major depression" and is undergoing treatment for the condition.


Chandran intends to appeal against his conviction and sentence. He was offered bail of $200,000 yesterday.

Singapore—Dr Chee Soon Juan, opposition politician and secretary-general of the Singapore Democratic Party (SDP), found the different ministers’ statements on the tudung issue “bizarre”.

During a Budget debate speech on Feb 24, Workers’ Party MP Faisal Manap suggested that Muslim nurses be allowed to wear the tudung or headscarf as part of their uniform.

Minister in the Prime Minister’s Office Maliki Osman joined Mr Masagos in highlighting that sensitive issues, such as the tudung, are discussed behind closed doors in Singapore to avoid serious ramifications.

However, just last week, Home Affairs and Law Minister K Shanmugam clarified that the Government can “see good reasons why nurses should be allowed to wear the tudung if they choose to do so”.

He said the issue was discussed six months ago.

Singaporeans were stunned by Mr Shanmugam’s announcement, wrote Dr Chee in a Facebook post on Mar 29.

He wanted to know if Mr Masagos and Dr Maliki were not privy to the discussions. “They were Muslim ministers in-charge of matters Muslim, were they not?” he pointed out

And if they knew what was being discussed, “why did they say what they said in Parliament and not tell the public what Mr Shanmugam subsequently let on?” he asked.

“Were Masagos and Shanmugam not in the same chat group? Was Masagos not alerted that Shanmugam would, at some point, tell S’pore that the govt would likely relent on its current position (the heads-up would have been helpful because Masagos could have tempered his speech in Parliament)? And, curiously, why was it left to Shanmugam to inform the public when Masagos is the Muslim minister?,” the SDP CHIEF asked.

Dr Chee called the situation “bizarre” and likened it to other seeming communication gaffes earlier this year, namely the furore over Dr Balakrishnan’s statement that the Trace Together data would only be used for Covid-related purposes, and the state-owned industrial property developer JTC’s statement that its contractor had cleared part of the Kranji forest by mistake.

These issues “should make it clear that bizarre is what S’poreans have come to expect from the current set of ministers,” said Dr Chee, adding as a final note that the SDP has been championing the right of Muslim women to wear the tudung in the civil service and schools “for the last couple of decades”.
