  • 全台近2千露營區 違法場地超過9成
    露營活動蔚為風潮,近年有許多露營場地如雨後春筍般冒出,但根據交通部觀光局109年06月24日更新的資料,全台1985處露營區中,僅有164家業者符合相關法令,違法比例超過9成。

  • 非法露營場藏危機 檢調稽查勒令停業
    觀光局指出,部分違法露營場位於禁止開發的水土保持區,有些還靠近具風險的土石流潛勢區,暗藏土石滑落危機,若是發生自然災害,民眾難保生命安全。檢調單位遂於2018年展開稽查,勒令非法業者停業。

  • 業者違法卻能營業 中央地方互踢皮球
    政府查緝違法露營場,還建立「觀光局露營專區」供民眾查詢,但時隔2年,目前仍有近800家非法業者還在營業。觀光局指出,違法事項須由地方政府裁罰,地方政府則要求中央制訂管理母法,露營場違法亂象仍無解。

  • 露營無管理專法 僅能依土地使用開罰
    依國內現行法規,目前沒有露營區管理專法,地方主管機關僅能依《水土保持法》規定,針對違規開挖山坡地建露營區者,處以6萬至30萬元罰鍰。另外,露營區也須符合《國土計畫法》、《農業發展條例》等多條法規。

  • 頒布管理要點 地方業者仍無標準可循
    目前全台合法露營場中,有53間屬於公營,觀光局也頒佈《露營場管理要點》,規範環境保護、公共安全等大方向措施;但對民營業者而言,露營場地合法化仍無確切標準可循,主管機關也無法令依據輔導業者。

  • 野營風險多 恐遇溪水暴漲毒蛇攻擊
    除了露營場,近年也有不少民眾喜歡到山中祕境野營,享受群山、雲海環繞的美景。但野營風險多,民眾若不熟悉河床地形及當地生態,遇到溪水暴漲,或遭毒蛇、虎頭蜂等野生生物攻擊,恐有生命危險。

水利署第四河川局指出,當局會與地方政府合作,在危險水域設立禁止戲水的警示牌,但因河川流域不屬警察單位管轄,針對擅闖下水或在溪邊紮營的民眾,警察無法開罰,最多只能勸導離開。

Promulgated management points, there are still no standards for local businesses to follow

Currently, 53 of the legal camping sites in Taiwan are publicly operated. Camping risk is high, fear of violent snake attack
