無論是前烏干達狂人阿敏（Idi Amin Dada）、以及2017年底遭軍隊逼宮退位的辛巴威總統穆加比（Robert Mugabe），或是現任烏干達總統穆塞維尼（Yoweri Museveni），都是掌權長達30餘年或具有瘋狂行徑的獨裁領袖。
執政長達36年、七連任的總統
如今在西非的喀麥隆（Cameroon），也有一名從1982年獨霸總統之位至今，已掌權長達36年的強人領袖保羅・比亞（Paul Biya），據《路透社》（Reuters）報導，已高齡85歲的比亞，在24日大選中、以71%的絕對多數得票，第七度連任總統大位。

獨裁者提拔新一任獨裁者
出生於1933年法屬喀麥隆南部的比亞，從高中階段就遠赴法國求學，並取得巴黎政治學院（Sciences Po）和法屬海外國家學院（ENFOM）的文憑。求學期間與首任妻子瓊-愛玲（Jeanne-Irène Biya）相戀結縭，是他多年來重要的依靠和助手，直到她1992年去世為止。
