Most of the researchers in AStar are foreigners and naturalized sinkees (foreigners are required to become sinkees to keep their scholarships).

it's just a numbers game. they wanted 50% of the PhDs in Singapore to citizens or PRs by 2015 or something. can't get enough locals, they convert the foreigners to locals.

How many millions have they spend on foreigners ...the average expenditure per foreign student is close to a million bucks if they study in Ivy League schools. I am not surprised that it would have spend a few hundred millions. Of course, the government won't reveal the actual number because they are able to hide that information. After completion of first degree, these foreigners become naturalized sinkees. So, the scholarships for these new sinkees are no longer categorized as money for foreigners!

To assume that sinkees will not resort to street protest is a wrong bet. Everyone has a limit, even for sinkees.
