NS is one giant revenue source for the govt. The weapons, equipment, ammo, rations etc are all contracted to GLCs. ST Logistics, ST Kinetics... you get the idea.

Foreign countries have the suitable terrain for some types of combat training (the practicality of desert warfare is a topic for another time), but such arrangements are nothing more than disguised trade agreements which guarantee a constant supply of 'tour groups' to boost the local economy. For example, you go to Brunei, Thailand or Taiwan for reservist training, you buy their (overpriced for the locals) canteen food, you spend on R&R. There's no off-peak period for this kind of 'tourism'.
