I can't name one single positive policy legacy that is associated with his almost 20-year reign. Zero, zilch, nada.
OK, some may mention the integrated resorts and ultra-liberal tax regime - but it's a dubious legacy that has increased the prevalence of gambling addiction, encouraged the influx of criminal elements and consolidated Singapore as a global money-laundering hub.

He has an obsession with making singapore newsworthy. Something that is mentioned in movies and by angmohs like Hong Kong was. Back in the 80s, everyone knew Thailand and Hong Kong. Nobody knew Singapore. He set out to change that.
He grew up with people always asking Singapore? Where is that? What is that? His life mission was to put it in movies and make Singapore a household name to the world.
To achieve this, you can guess the cost, some of which you already listed. Now whether you think the cost is worth it is up to you, but for me it's a rubbish exchange.
