Many may still be shock, but CRITICAL actions are needed:-
(A) Immediate -
1)dive teams & equipment be rushed to the area to save lives as cars & drivers had been reported to have fallen into the river.
2)Tow ships to be on standby to tow the ship back to port, with a berth reserved, to remove cargo once berthed than to have it sink & become a wreck later, after inspections.
3)Alternate routes across the bridge be quickly planned now by the Baltimore authorities before the morning traffic & snarls start. eg- ferry boats for passengers as well as for vehicles and even container trucks, with loading & unloading ports in the meantime.
4)Alternate SHIPPING route be planned now, as trade ships would be congesting, to & fro to Baltimore ports.
(B) Short term:-
1) Authorities must quickly draft out tenders for engineers & surveyors to determine the bridge's structural integrity, & to work out a realistic time frame, which may take months of not years, to repair the bridge, from emergency funds, & tenders for re-construction work.
2) Lessons must be learnt from this incident so as to prevent another such incidents, after inspection on cause of wreckage-future preventive measures.
When such major incidents happen, it is NOT a time to point fingers, play the blame games, wait for insurance claims, or each expecting somebody to do something but end up with nobody doing anything.
Trade, jobs & lives are dependent on right actions taken & it falls upon the Baltimore govt to take the initiatives.
