Police officer tells why he left maid in water tank

A police officer who found a maid’s body submerged in a water tank did not pull her out immediately because he did not want to put himself at risk.
Ms Ruliyawati's body was found in water 1.2m deep in a 2.2m high tank on the rooftop of Block 686B, Woodlands Drive on May 16, 2011.
Repon Mustafa, her Bangladeshi boyfriend, was arrested at the scene and initially charged with murdering her, but was later awarded a discharge not amounting to an acquittal.
According to a report in The Straits Times, Sergeant Mohd Faizal Mohamad went to the 16th floor rooftop at 10.10am after a cleaning supervisor called the police to report that one of his colleagues was seen acting suspiciously with the Indonesian maid , Ms Ruliyawati.
During an inquiry into her death yesterday (March 27), Sgt Mohd Faizal said he did not pull her out as it was dark and he could not see how deep the water was.
State Coroner Imran Abdul Hamid noted that it was unfair to ask the officer to jump into the tank to find out if it was safe to do so.
Paramedics pulled her out at 10.20am and pronounced her dead.
An investigation report revealed that while she was in a relationship with cleaner Md Repon Mostafa, her employers found out and forbade her from contacting the Bangladeshi.
Although married and with a four-year-old son back in Indonesia, she had asked him to commit suicide together.
He was reluctant and at 7am on May 16, she forced him to take her to the rooftop by threatening to stab herself with a foldable knife. He tried to prevent her from drowning herself but backed off when she cut him with the knife.
Yesterday, forensic pathologist Paul Chui testified that although the water was only up to Ms Ruliyawati’s chin, she could have drowned by immersing her head underwater for up to 30 seconds several times. He explained: “When she comes up for air, she may not breathe properly before dunking her head again.”
This could let water into her lungs and brain damage would be irreversible after about five minutes without oxygen, he said.

A Bangladeshi cleaner told a coroner's inquiry yesterday that he tried to stop his Indonesian lover from drowning herself in a rooftop water tank in May 2011.
But according to Mr Md Repon Mostafa, she stabbed him several times in return. In pain, he asked Ms Ruliyawati, a maid: "Why cut me?" He said that she replied: "Why stop me? I want to go in the water tank."
Her body was found submerged in the tank on top of a block of flats in Woodlands Drive 73 at 10.10am on May 16 by police. She was later pronounced dead by paramedics.
Mr Repon was arrested at the scene and initially charged with murder, but was later awarded a discharge not amounting to an acquittal.

She made the first move by throwing him a note with her phone number out of the window when she saw him walking past her block.
That was not the first time the 30-year-old had seen him around Block 686B at Woodlands Drive 73.
When she sent her employer’s son to the nursery at the void deck of Block 557, Woodlands Drive 73, Indonesian maid Ruliyawati had seen the then 29-year-old Md Repon Mostafa, who was working as a cleaner with Sergent Services.
Their love blossomed from his first phone call to her.
These details were revealed in an investigation report presented during a coroner’s inquiry into Ms Ruliyawati’s death.
The body of Indonesian maid was discovered on May 16, 2011, in a water tank that served the residents of Block 686B, Woodlands Drive 73.
The court also heard how she was suicidal, according to her boyfriend.

SINGAPORE: The boyfriend of the Indonesian maid whose body was found in an HDB water tank in May 2011 revealed in court Thursday that the two had made a pact to die together.
Repon Mostafa, 30, was testifying as a witness in the Coroner's Court during an inquiry into the death of Mdm Ruliyawati, his girlfriend. The inquiry started on 16 January this year.
Mr Repon was initially charged with the murder of Mdm Ruliyawati before he was given a discharge not amounting to an acquittal on 20 July 2012.
He acknowledged during the inquiry that both he and Madam Ruliyawati had made a pact to die together.
The court was also presented with a statement by Mr Repon's friend, known as "Shanti", who said she had spoken on the phone with Mdm Ruliyawati shortly before her death.
According to the statement that was read in court, Mdm Ruliyawati had told Shanti: "We want to die. Two persons. How to call already? Cannot call you already. We want to die already."
Mr Repon said Ms Shanti had called him when he and Mdm Ruliyawati were at the rooftop of the Woodlands HDB block.
He also told the court that Ms Shanti had tried to persuade Mdm Ruliyawati to change her mind.
The inquiry will continue on May 2.

SINGAPORE - They had never met, but they had talked on the phone regularly. And it was over the phone that he confessed his love for her, she said.
But Ms Sri Hartuti, 31, an Indonesian maid, was not the only one he had professed his love to in 2011.
Mr Md Repon Mostafa, then 29 and a cleaner, was seeing another Indonesian maid, Ms Ruliyawati, then 30.
The Bangladeshi national's relationship with Ms Sri was brought up during the coroner's inquiry into Ms Ruliyawati's death on Thursday by lawyer Mohamed Muzammil Mohamed, who represents the deceased's family.
On May 16, 2011, Ms Ruliyawati allegedly tried to drown herself in a water tank on the rooftop of Block 686B, Woodlands Drive 73.
The court had heard previously that she wanted to die together with Mr Repon, who was charged with her murder in 2011, but was granted a discharge not amounting to an acquittal last year.
On Thursday, Mr Repon said on the witness stand that he never loved Ms Sri, saying: "I talk to her almost every day, but as friends, not as lovers. I never told her I love her."
Mr Muzammil asked: "If you only treat her as a friend, why did you have to speak to her every day?"
Mr Repon said Ms Sri would call him and he would call her back, but he insisted that they were "just friends". His frequent contact with the two Indonesian women, who were friends with each other, prompted Mr Muzammil to ask: "You confirm that you have a strong liking for Indonesian maids?"
No special liking
"No, I don't have any special liking for any Indonesian girls," Mr Repon replied calmly through a court interpreter.
Although Ms Ruliyawati and Ms Sri were friends, he said he only started talking to Ms Sri on the phone. Mr Muzammil revealed the contents of a phone conversation the pair had three weeks before Ms Ruliyawati's death.
Quoting from Ms Sri's police statement, the lawyer said: "He told me he found out the deceased was going out with another guy. He poured his heart out to me. He sounded very angry."
According to the statement, Mr Repon also told Ms Sri about his plans to marry Ms Ruliyawati and take her back to his home town.
Moving on to the day of the drowning, Mr Muzammil asked Mr Repon why he had failed to seek help from his colleagues despite hearing their voices on the rooftop.
Mr Repon said: "It didn't come to mind because by that time, the deceased was almost motionless."
State Coroner Imran Abdul Hamid asked about Ms Ruliyawati's stab wounds, particularly the two on her back. He had previously called the wounds a "grey" area in the case.
Forensic pathologist Paul Chui had testified in court that it would be awkward for those two wounds to be self-inflicted, although possible.
Mr Imran said: "If the deceased did not stab herself at the back, and there were no other persons except you, was it you who stabbed her at the back?
He paused, then asked: "If not you, who else might it be?"
Mr Repon replied: "I don't know."
The inquiry will resume on May 2, with Mr Imran expected to give his findings.

Of course you would 'drown yourself' if you were rendered unconscious and then dumped into a deep pool of water.

he can say anything coz no witness mah - the only witness mati liao! he can say he saw her slipped into the tank then tried to rescue her but too late liao or when he climbed in trying to pull her out but he himself could not climb out coz too slippery mah! benefit of doubt!
