SINGAPORE — Some Progress Singapore Party (PSP) members have raised concerns about the party’s stance on the India-Singapore Comprehensive Economic Cooperation Agreement (Ceca), which they plan to take up with the party’s leadership this weekend.

Several members that TODAY spoke to said that the emphasis on Ceca, a bilateral free trade deal, during recent parliamentary debates could give the impression that PSP was singling out a certain race and nationality.

The party leadership, however, has rejected these claims.

PSP's secretary-general Francis Yuen said that the party’s concerns about the jobs of professionals, managers, executives and technicians (PMET) have nothing to do with race, but are solely focused on the livelihoods of Singaporeans.

Mr Yuen also confirmed that some of these members will be speaking to party chairman Tan Cheng Bock and Non-Constituency Member of Parliament (NCMP) Leong Mun Wai on Sunday (July 18) in a closed-door meeting to address these concerns, though Mr Yuen will not be present.

Earlier this month, Mr Leong and Ms Hazel Poa, the opposition party’s two NCMPs, engaged in testy exchanges in Parliament with government ministers over Ceca.

While the NCMPs conceded that the movement of people under Ceca was not used “as a bargaining chip” during trade negotiations, they did not unequivocally withdraw their claim that Ceca allowed the unfettered entry of certain Indian professionals here.

'CECA IS THE WRONG TARGET'

One senior PSP member, who declined to be named, said: “Taking a very antagonistic stance might ruin trade relations… when (political party members) come out and ask for numbers of jobs that have been lost and replaced by Ceca Indians, you are targeting the Indian community."

He added: “Focusing on Ceca alone is just cheap politics.”

He also said that several party members shared the same sentiments, but declined to say how many.


While a group consisting of senior members was formed to address the Ceca debate, there was no concerted effort to reach out to Indian members for their feedback, he said.

Some other members who spoke to TODAY, including Indians, agreed that the issue of Ceca should not have been the focus whenever the topic of PMET jobs surfaced.

A PSP cadre member, Mr Khush Chopra, said that while he does not believe the party is xenophobic or racist, he is concerned that the party had been portrayed during the Ceca debate to be against India nationals.

“Ceca is the wrong target,” Mr Chopra, who is a lawyer, said. “We should take a holistic approach to the question of identifying the reasons for PMET job displacement, which I have always felt has to do with our immigration and population policies.”

Another PSP member, Mr Abhijit Dass, said that there are “racial undertones” with how Ceca has been raised in Parliament by PSP.

He said that “the real problem in Singapore is not about Ceca”, as India nationals are important to the functioning of the economy due to the skills they bring to the workforce.


“It is totally a racial undertone, but (the party) doesn’t realise it,” Mr Abhijit, who is a former pilot, said.

He added that during the meeting on Sunday, he will be raising these issues with the party leadership.

'ABOUT LIVELIHOODS, NOT RACE, RELIGION'

Speaking to TODAY, Mr Yuen said it is normal that there are “murmurings” within the party given the recent Ceca debate.

He added, however, that it is “quite unfortunate” that there have been members who see the debate on Ceca as having a racial undertone on PSP’s part.

“It has nothing to do with race… this debate is about the plight of our PMETs and how we should better manage our so-called Singaporean core.

“Irrespective of race, religion or language, it has nothing to do with all this, it is about the livelihoods of our people.”

In addition to the meeting on Sunday, Mr Yuen said that the party will be hosting a town hall in the coming months, when the Ceca debate is over, so members may give their feedback on this issue.

“Members can pose questions to the leadership, who can answer them,” he said. “I think it is quite normal that every party will have people murmuring about these things.”

When TODAY reached out to Mr Leong, he said that he was not aware of any party members who had raised their concerns about the party’s portrayal of Ceca.

“Whatever our stance is has already been communicated. I’ve spoken (about it) so many times in Parliament,” he said.

They can also join WP whose leader is an Indian and ask Pritam to speak up for them.
By the way I want to put on record that I will vote for Pritam or any opposition Indian candidates(eg Kenneth Jeyaretnam, Paul Tambyah )
over any PAP chinese or malay candidates.

It was reported by TODAY last week that some PSP members have raised concerns about the party’s stance on CECA, following the brief exchanges between the Ministers and its Non-Constituency Members of Parliament (NCMPs) in Parliament on 9 July.

TODAY had quoted several PSP members in its report, who said that the emphasis on CECA, a bilateral free trade deal, during recent parliamentary debates could give the impression that PSP was singling out a certain race and nationality.

TODAY also reported that some members whom it spoke to, agreed that the issue of CECA should not have been the focus whenever the topic of PMET jobs surfaced.

Mr Abhijit Dass who was quoted by the media outlet, saying that there are “racial undertones” with how CECA has been raised in Parliament by PSP.

Mr Dass said that “the real problem in Singapore is not about Ceca”, as India nationals are important to the functioning of the economy due to the skills they bring to the workforce.

“It is totally a racial undertone, but (the party) doesn’t realise it,” Mr Abhijit, who is a former pilot, said.

According to TODAY, these members had planned to take up with the party’s leadership yesterday (18 July).

However, TOC understands these members who had such thoughts did not turn up for the meeting, neither did Mr Dass.

Why are “some PSP members” raising concerns about party’s stance about CECA only now?
PSP’s secretary-general Francis Yuen was quoted by TODAY to have said that the party’s concerns about the jobs of professionals, managers, executives and technicians (PMET) have nothing to do with race, but are solely focused on the livelihoods of Singaporeans.

And that’s have always been the stance of the party since its official launch.

While the TODAY article focused on the statements made by Mr Leong Mun Wai and Ms Hazel Poa, PSP’s two NCMPs on CECA. Their positions on CECA have been well articulated by the party since its launch and during the General Election 2020 campaign.

Dr Tan in the party’s official launch back in 2019 had already made the party’s position on CECA clear.

He said that the party will ask the government to come up with a balance sheet to account for how Singapore has benefited from CECA in regards to employment.

“How many local jobs have gone to Indian professionals and how many Singaporeans have gone to India” asked Dr Tan.

CECA was also specifically mentioned in its manifesto for GE2020 as one of the Free Trade Agreements that it sought to review.

Taking the above into consideration, the timing of TODAY’s report and the members’ complaint are indeed questionable.

These members’ complaint of the party’s position on CECA, is made so belatedly to an extent where it can be said as bewildering.

So why are the members reported to be having an issue with the party’s position on CECA now and not during the GE campaign, after or even during the last Central Executive Committee election to make it an issue with the potential candidates?

And if they are so concerned about the position, why didn’t they turn up for the party’s meeting yesterday to have their concerns addressed by the party leadership?

Is this yet another attempt by the powers that be to smear PSP with claims of racism to prevent them from filing a motion on CECA?

Something that the People’s Action Party had tried to do earlier with the two Ministerial Statements that were delivered earlier this month with little to no answers to PSP’s filed questions?

The Progress Singapore Party has issued a statement on July 19, signalling that those in the party have closed ranks and its members are united in their support for the party's leaders and the two Non-Constituency Members of Parliament Leong Mun Wai and Hazel Poa.

This was after Today reported that some members of the opposition party felt that PSP's stance on the India-Singapore Comprehensive Economic Cooperation Agreement (CECA) and the debate in Parliament could be construed as singling out a certain race and nationality.

In response to the murmurings of dissent, PSP's statement said a closed-door meeting was held on July 18 between PSP's secretary-general Francis Yuen Kin Pheng and party chairman Tan Cheng Bock with several party members to address concerns.

PSP not about race but jobs
"In the meeting, party leaders re-emphasised the party's stand that the debate is about the jobs of Professionals, Managers, Executives and Technicians (PMET) and has nothing to do with race," the PSP statement said.

"The focus is on the fair treatment of Singaporeans and protection of Singaporeans' jobs and wages."

The discussion and exchange of candid views between party leadership and members concluded with unified support for Leong and Poa.

What was previously reported
Today reported on July 16 that several PSP members said that the emphasis on CECA could give the impression that PSP was putting the spotlight on Indians, and inadvertently appearing nationalistic and racist.

NCMPs Leong and Poa had engaged with government ministers over CECA in Parliament in July.

They eventually did not unequivocally withdraw their claim that CECA allowed the unfettered entry of certain Indian professionals here, even though they conceded that the movement of people under CECA was not used “as a bargaining chip” during trade negotiations.

PSP members go on record to state discomfort
Out of three PSP members quoted by Today, one was anonymous while the other two were identified as Khush Chopra and Abhijit Dass.

The anonymous source said focusing on CECA was "cheap politics" and that several party members shared the same sentiments, but declined to say how many.

Chopra said he does not believe the party is xenophobic or racist, but the focus on CECA has an impact on how the party is portrayed publicly.

Abhijit said the party was engaged in a debate with racial elements surfacing but did not realise it.

Dr Tan in the party’s official launch back in 2019 had already made the party’s position on CECA clear.

He said that the party will ask the government to come up with a balance sheet to account for how Singapore has benefited from CECA in regards to employment.

Sounds like TCB is leading the charge on this, albeit behind the scenes.

That is blatantly untrue. Our CECA talents are trying to integrate themselves into our society. And they can do so better because they can speak English, unlike many merdeka old farts and immigrants from PRC.

Hence Indians are only used to dealing with their own people.

In the recent Hillview Heights condo saga, the management demanded for chink-speaking security guards. Condos at Tanjong Rhu or at East Coast have not made similar demands for security guards who must speak Tamil or Hindi.
