Best way for him to get a phone without GPS chipset and stay off the grid.. However, there are still many way to track a phone like using the following technologies

1) radio frequency pattern-matching technology to accurately and reliably determine the location of any wireless device.
2) TDOA -Time Difference of Arrival which use triangulation of uplink signal received by the base station
3) Ecid- An enhance cellid position which use the Timing advance parameters available in GSM
4) RTT- Return Time Trip parameter available in UMTS
Most of the above technologies which used network-based solution will not have highly precision location if he is hiding in a rural area with few cell tower. Lastly , it is pretty stupid for him to ask this question in the internet especially when most public hotspots have fixed address and they are easily available in govt database and also in Google.

right, and baseband chipsets on smartphones now have tremendous location-based technologies. qualcomm acquired snaptrack several years back for a reason. even without a feature phone where triangulation could still be used to track device, email apps and now unified messaging apps insert metadata without user knowledge in traffic flows to help search and ad engines identify location. it's in the apps now, and not just on devices.

I did some reading up and read this from like 4 years ago..,,,, so the technology is definitely here.....but guess only reserved for matters of national security...

any tech that relies on satellite is only good with line of sight transmission to and from the satellite. for better precision, it requires terrestrial (tunnels, inside buildings and underground included) assistance.

You are behind time. Geolocation is now commercially available and no longer constrained. Its now around 6 metres. Apples has "find friends" and there is raft of other similar apps.

Here is a another example and this is now in production. Say for example you bought a certain type of cardigan from a Dept store. You also have a store card with the dept store where your email or phone number or both have been provided. The following year, you are passing that store, geolofation picks you up before you pass the store, checks its database and immediately an imessage or sms hits your phone and offers a 20% of new range of cardigans.

The laws in many countries require all records including tracking record to be archived for certain period of time. These are typically not made available to law enforcement but to Intelligence.

I was referring to whether anyone can pinpoint your exact location based on mobile phone GPS and radio signal. with your wi-fi and gps off, your cellular connection will still provide triangulation data based on sectors and cells that your mobile is going thru'. powering down the mobile will switch off your cellular connection, gps, glonass, apps, os, and wi-fi.

Of course powering down is the best thing to do if you think you are being tracked. They will then have one less means of tracking you.

Remember even though technology is available to do a lot of things, it does not have the power to do it on everybody all at the same time. It still needs the help of other less accurate technology to alert them of your whereabouts and then use more sophisticated technologies to zoom in to the target.

These technologies are basically remote surveillance systems, by satellite, by CCTV and using face recognition technology to assist in final identication and to quicken the search. With such technologies they don't need you to switch on your cellular but switching on your cellular will allow them to zoom in on you with more sophisticated equipment. Not using the phones is not good enough. It must be switched off.


Those cm accuracy surveillance satellite systems are not GPS but are probably low orbital satellites used for land surveillance.
