I support your take of the action. Most are elephant shooters esp the strong recoil so must be aiming at the tyre but bullet fly up and hit the driver. Hard luck!!!

1. Police need to know job risk and not just loiter all over the place like Christmas party or police day public openhouse: so will not get knocked down by run away car.
