China Donates 4 Patrol Boats to Philippines as part of Weapons Aid
China has donated four patrol boats to help the Armed Forces of the Philippines (AFP), as part of its US$14-million grant to help Manila’s modernization efforts.
In a statement, Navy spokesman Commodore Jonathan Zata was quoted as saying by Manila Bulletin that the four units of patrol boats came with 30 units of Rocket Propelled Grenade (RPG) Launcher (40MM) with corresponding ammunition. The equipment was sent during the third week of this month.
Zata said the equipment provided are being assessed as to “How this can be integrated within the organization and supported in the long term in terms of logistics”.
“Likewise we have assigned personnel to train on its operation and maintenance,” Zata said.
China previously offered more than P500 million worth of military equipment to augment the Philippine arsenal in battling Islamic State-linked militants.

The Philippine Navy (PN) said that China has recently donated four patrol boats to help the Armed Forces of the Philippines (AFP) in its modernization efforts.

In a statement, Navy spokesman Commodore Jonathan Zata said that the four units of patrol boats came with 30 units of Rocket Propelled Grenade (RPG) Launcher (40MM) with corresponding ammunition.

The equipment was sent during the third week of this month.

Zata said the equipments provided by China are brand new and are currently being assessed as to how these can be integrated within the organization and supported in the long term in terms of logistics.

“Likewise we have assigned personnel to train on its operation and maintenance,” Zata said.

Department of National Defense (DND) Spokesman Arsenio Andolong said the assets are part of China’s US$14 million grant to the Philippines.

“It is (also) a manifestation of the warming relations between our two countries,” he said.

Andolong said the acquisition of the military equipment from China is in keeping with President Duterte’s independent foreign policy.

“We are acquiring equipment from various sources which can provide us with the hardware we need to achieve the credible defense posture that we are pursuing,” Andolong said.

President Duterte earlier said that he was inclined to seek military assistance from China rather than the United States if a full-blown war against terrorists erupts in Mindanao,

The President said he could rely on China’s help since it is closer to the Philippines.

Duterte recalled that the government recently tried to purchase weapons from the US but the sale was halted due to opposition by some lawmakers. “The President and Congress seem to be in parity, not co-equal. They are really in parity of powers,” he said.

China, on the other hand, provides weapons to the Philippines for free amid improving ties between the two nations.

China previously offered more than P500 million worth of military equipment to also augment the Philippine arsenal in battling Islamic State-linked militants.

The donation follows the provision last year by China of about 6,000 assault rifles and hundreds of sniper rifles.

The Chinese rifles went to the Philippine National Police (PNP), helping to fill a shortfall after U.S. legislators blocked the sale of about 26,000 M4 rifles to the police in 2016.

China’s donation is part of a new wave of diplomacy to engage a country with which Beijing has a bitter history of territorial disputes in the South China Sea. (With Reuters)

MANILA, Philippines – The Philippine Navy plans to make a port call in Russia this year, the latest sign that President Rodrigo Duterte’s push to warm ties with Moscow is serious.
Defense Secretary Delfin Lorenzana said the country is also looking at finalizing within the next 12 months talks to acquire 2 submarines from Russia. This is on top of an ongoing negotiation for grenade launchers, the first military acquisition from Russia should it push through.

The Philippine ships will be docking at Vladivostok, the nearest Russian port from the Philippines which is located west of Japan, according to the defense chief.
The planned port visit comes after high-level meetings between security officials of the two countries in May and July.



In May 2018, National Security Adviser Hermogenes Esperon Jr flew to Russia for bilateral meetings aimed at deepening security relations with Russia.
This was followed by the July 2018 visit of Philippine Navy chief Vice Admiral Robert Empedrad to St. Petersburg for the Russian Navy Day celebration. He met his counterpart, Admiral Vladimir Ivanovich Koralev.
PH Navy submarine in 5 years?
The Philippines has been discussing the possible acquisition of submarines with several countries including South Korea and France.
But Lorenzana said the deal will “more likely” push through with Russia.
“Russia is willing to sell us their Kilo class. Kapag napirmahan 'yan, it will take them 4 years to make so ang delivery tapos na ang term ni Presidente (After signing, it will take them 4 years to make. The delivery will happen after the term of the President),” said Lorenzana.
Kung wala tayong pera, pahihiramin tayo ng Russia (Russia will loan it to us if we don’t have money),” said Lorenzana.
For smaller vessels such as off-shore patrol ships, Lorenzana said the navy will tap local builders. The navy is looking at acquiring 6 of these from Cebu-based company Austal, a subsidiary of an Australian shipbuilding firm.

High level meetings
Duterte pushed to grow ties with China and Russia in his bid to pivot from the country’s longest ally, the United States.
While Duterte told former US President Barack Obama to “go to hell,” he looks to Chinese President Xi Jinping as his protector and has called Russian President Vladimir Putin his “idol.”
Previous threats to scrap treaties with the US have been withdrawn and Duterte established rapport with President Donald Trump. Still, the aggressive push toward growing ties with Beijing and Moscow continued.
Russian ships have been occasionally docking in the Philippines, but it was under Duterte that that the Russian Navy made its first goodwill visits in 2016, capped by meetings with Philippine counterparts.
Duterte flew to Russia for an official visit a year later, in May 2017, but it was cut short when he rushed home because of the Marawi siege.
During Empedrad's visit to St. Petersburg last July, he signed a draft memorandum of understanding on cooperation with his Russian counterpart.
The two navies are also looking at regular visits of ships and joint disaster response training, said Navy spokesman Commander Jonathan Zata said in a July statement.
Lorenzana said deeper security ties with many countries are being pursued. There are plans to forge visiting forces agreements with Malaysia and Indonesia, two neighboring countries helping the country fight terrorism in the region. – Rappler.com

Department of National Defense (DND) Secretary Delfin Lorenzana said the country is now evaluating Russia’s offer to sell the Philippines some of its advanced diesel-electric submarines.



The DND chief, in a press briefing Thursday, said they are now determining on whether these specialized ships are essential for the modernization needs of the Armed Forces of the Philippines and whether the country can afford to acquire and maintain such an expensive weapons platform.

However, Lorenzana said Russia diesel-electrics submarines are considered to be one of the best in the world.


Six Russian-made Kilo-class submarines are now being operated by Vietnam People’s Navy.

The Armed Forces of the Philippines is expected to acquire its own diesel-electric class submarines under the AFP Modernization Program which is now entering the 2nd Horizon (2018-2022).

Kilo-class diesel-electric submarines are mainly intended for anti-shipping and anti-submarine operations in relatively shallow waters.

The Philippine Navy will be getting a major upgrade on its capability with the planned procurement of two Russian subs and more missile systems for the upcoming naval assets, Defense Secretary Delfin Lorenzana said on Thursday.

According to Lorenzana, the Department of National Defense (DND) was likely to procure its first-ever submarines from Russia, which expressed willingness to provide the Philippines “soft loan.”

Soft loans involve financial transactions with no interest or below market rate of interest.


The defense department, Lorenzana said, was also eyeing other countries like France, Germany and South Korea for the acquisition of underwater crafts for the navy but it is more likely to go with Russia since President Rodrigo Duterte wants it.

“That is what the President wants, so more likely, we will buy from Russia,” the defense chief added.

Lorenzana noted that Russia was willing to sell the Philippines its Kilo-class diesel-electric submarines which has a surface displacement of 2,350 tons, a length of 73.8 meters and capable of speeds up to 17 to 20 knots.



This class of submarines can also be armed with a variety of torpedoes, missiles and naval mines.

Lorenzana said the agreement for the submarines between Manila and Moscow would likely be finalized within the next 12 months.

Vietnam is the only country in Southeast Asia operating six improved Kilo-class submarines in its fleet, which were bought from Russia.

Apart from submarines the DND is also set to purchase another batch of missile systems for its upcoming patrol-vessels that will be build by the Australian-based company Austal.

The planned acquisition came after the successful test firing of the newly bought missiles from Israel, off Lamao Point in Limay, Bataan Thursday.

Lorenzana, in the same media briefing, said the additional missile system would be installed on the six off-shore patrol vessels from Austal.

The new vessels, Lorenzana said, would be made in the Philippines because of the Australian company’s subsidiary in Balamban, Cebu.

The Navy tested the Spike-Extended Range surface-to-surface missiles from Rafael Advanced Defense Ltd. in Bataan.
Navy visit to Russia

Meanwhile, the Navy is set to hold its first official port visit in Russia, as a return gesture to the two Russian Navy visit in Manila earlier.

The visit, however, has no exact date yet but a military source disclosed that Lorenzana would be off to Russia next week to discuss the possible agreements with the Philippines and the expected visit.



The Navy ship will dock in Vladivostok, Russia, which is located near the Korean Peninsula and Japan.

Lorenzana said the Philippine Navy’s port visit was a return gesture to the Russian Navy’s two visits to Manila.
