Japan summoned the Chinese ambassador early on Thursday to express concern after a Chinese navy ship sailed close to what Japan considers its territorial waters in the East China Sea for the first time, increasing tensions over the disputed area.

Japan said a Chinese frigate sailed within 24 miles (38 kms) of the contested territory, the islands known as the Senkaku in Japan and the Diaoyu in China, shortly after midnight.

Japan's Vice Foreign Minister Akitaka Saiki summoned the Chinese ambassador in Tokyo at around 2 a.m. (01:00 p.m. EDT on Wednesday) to "express a serious concern," the government said in a statement.

Japanese and Chinese coastguard vessels frequently face off around the islands as both sides press their claims. Until now neither has dispatched warships to nearby waters, because doing so would inflame tensions and remove a buffer against potential armed conflict.

"We are worried that this action raises tensions to a higher level," Japan's Chief Cabinet Secretary Yoshihide Suga said at a regular press briefing in Tokyo.

"Related ministries are working together to deal with this and we will work closely with the U.S.," Suga said.

China's Defence Ministry said on Thursday it was looking into the reports that one of its navy ships sailed close to the disputed islands, adding its navy had every right to operate in Chinese waters.

"Chinese naval ships sailing through waters our country has jurisdiction over is reasonable and legal. No other country has the right to make thoughtless remarks about this," it said in a statement sent to Reuters.

While the U.S. has not endorsed Tokyo's territorial claim to the islands, which lie about 220 kms (135 miles) northeast of Taiwan, it has said the Japanese-controlled territory falls under its security treaty with Tokyo that obligates Washington to defend Japan against attack.

"We are aware of the reports and have been in touch with the Japanese government," U.S. Deputy Assistant Secretary of State for East Asian and Pacific Affairs, Colin Willett told reporters by telephone from Washington.

"Until I have a little more detail, I can't really comment on exactly what (Washington's) reaction is," she added.

The Chinese frigate stayed in the waters around the Senkaku/Diaoyu waters for about an hour before sailing toward the Chinese coast.

Countries can police their contiguous zone, adjacent to the disputed territory, for customs and immigration violations, but can't prevent passage by other nations' vessels.

Complicating the situation for Tokyo, three Russian naval vessels also sailed close to the islands at around the same time as the Chinese warship, raising concern in Japan of a coordinated show of force by Beijing and Moscow.

Russia and Japan are locked in a separate territorial dispute over the return of islands seized by Moscow at the end of World War Two.

Suga said the government was investigating to uncover any link between the movements of Chinese and Russian vessels.

The incidents come as Japan, the United States and India prepare to begin a major joint naval exercise, dubbed Malabar,

from Friday in the nearby Western Pacific.

As China pushes its claims in the neighboring South China Sea, which Japanese Minister of Defence Gen Nakatani described last week as "unilateral and coercive," Tokyo and Washington are worried Beijing will look to extend its influence into the East China Sea and beyond.

Japan's island chain there, including Okinawa which hosts the biggest concentration of U.S. military personnel in Asia, stands in the way of unfettered access to those seas. Japan's military is reinforcing the islands with radar stations and anti-ship missile batteries.

First, it was a Chinese fighter jet that flew too close to an American aircraft that was the subject of a protest on Tuesday to Beijing. Two days after the incident, another country is protesting a Chinese warship off disputed islands.

The Associated Press reported that the protest was sparked by Japanese authorities spotting a Chinese navy frigate off the coast of Senkaku Islands, which is controlled by Japan but also claimed by China. However, the vessel did not breach Japan’s territorial water on East China Sea and has left the region.

It was the first time that a Chinese warship was spotted in the area, although coast guard vessels from China routinely patrol the area, according to Japanese authorities.

The intrusion led Japanese Chief Cabinet Secretary Yoshihide Suga to criticize Beijing for worsening the tension in the region already over similar claims in the South China Sea with its Asian neighbors. “Japan is extremely concerned about the action that unilaterally escalates tension in the area,” Suga said.

Japan claims that since Japan nationalized Senkaku’s ownership in 2012, Chinese coast guard vessels have been spotted patrolling the arrow strip just outside Japanese waters almost daily. The same patrols occasionally breach the territorial waters monthly. China calls the islands Diaoyu Islands, considered an important maritime location because of its proximity to key shipping lanes, the rich fishing grounds and near potential oil and gas reserves, BBC reported.

Besides the Chinese warship, Japan reported that three Russian warships have also been seen in the area at the same time. Suga said Japanese officials are assessing if the two incidents were coordinated or it is just a coincidence.

Three Russian vessels sailed in a contiguous zone near the disputed Senkaku Islands, Japan’s Foreign Ministry said on June 9.

The Russian vessels were spotted around the same time a Chinese vessel entered the zone, the Kyodo news agency reported.

“We have brought the matter to the attention of the Russian authorities through diplomatic channels,” Yoshihide Suga, a Japanese government spokesman, said, according to RIA Novosti.

The Japan-controlled Senkaku Islands are claimed by China and Taiwan.

China purchased a major part of the islands, which it calls Diaoyu, from a Japanese individual and put them under state control in 2012.

TOKYO — China sent a warship for the first time on Thursday into disputed waters near a group of Japanese-controlled islands in the East China Sea, the Japanese government said.

Japanese officials said they had summoned the Chinese ambassador in Tokyo around 2 a.m., after the warship, a frigate, was spotted less than 24 nautical miles from the uninhabited island chain, known as the Senkaku in Japan and the Diaoyu in China. The ship left after about two hours, the officials said.

China regularly sends nonmilitary patrol vessels to the area, where they engage in cat-and-mouse chases with the Japanese Coast Guard. But it was the first time in the long and sometimes tense dispute over the islands and their surrounding waters that China has used a naval ship to so directly challenge Japan’s control, the officials said.

“China’s actions unilaterally escalate tensions in the area, and we are seriously concerned,” Yoshihide Suga, the Japanese chief cabinet secretary, said at a news briefing. Prime Minister Shinzo Abe ordered the Japanese Navy and Coast Guard to be on alert, Mr. Suga added.

China’s Ministry of National Defense did not explicitly confirm that the ship had entered the disputed waters, but it defended its right to send vessels there.

“We’ve noted the relevant reports,” the ministry said in a statement. “The Diaoyu Islands and affiliated islands are Chinese territory. For China’s military vessels to pass through waters under the country’s own jurisdiction is reasonable and legitimate, and other countries have no right to make irresponsible comments.”

Beijing’s Coast Guard vessels often pass near the islands, and three did so as recently as Wednesday, according to the Chinese maritime authorities. The country’s Coast Guard is a civilian force, but the government has modernized its ships to the point where they are powerful vessels.

Japan, along with the United States, its close ally, has struggled to reckon with China’s growing influence in Asia’s seas. China declared an air defense zone over much of the East China Sea in 2013, including the areas that it disputes with Japan, and it has patrolled the zone with fighter jets.

In the South China Sea, Japan has supported the Obama administration in objecting to China’s development of disputed reefs and outcrops into artificial islands with military facilities. The United States has sent warships past the reefs as a way to demonstrate that it does not recognize Chinese sovereignty.

The Japanese Government said a Chinese naval ship sailed into waters surrounding the islands for the first time, prompting Tokyo to summon the Chinese ambassador in the middle of the night.

Russian naval ships were also seen in the area around the same time, according to local media.

"Around 00:50am (local time), a Chinese naval vessel entered our nation's contiguous waters surrounding the Senkaku Islands," the Japanese Foreign Ministry said in a statement.

A Chinese Defence Ministry statement said: "Chinese naval ships sailing through waters our country has jurisdiction over is reasonable and legal.

"No other country has the right to make thoughtless remarks about this."

Japan administers the uninhabited isles under the name of Senkaku, while China also claims them and calls them the Diaoyu islands.

Relations between Japan and China deteriorated in 2012 when Tokyo nationalised some of the islands. Since then, the two largest Asian economies have taken gradual steps to mend fences, but relations remain tense.

"The fact that [China] sent a naval ship to the … waters of our Senkaku Islands for the first time is an act that unilaterally increases tension and our nation is gravely concerned," Chief Cabinet Secretary Yoshihide Suga told a regular briefing on Thursday.

Chinese ambassador summoned to Tokyo

Japanese Vice Foreign Minister Akitaka Saiki summoned Chinese ambassador Cheng Yonghua around 2:00am to lodge a protest.

Mr Saiki "expressed grave concerns and protested, while demanding the ship immediately leave our nation's contiguous zone," the ministry statement said.

During his meeting with Mr Saiki, Mr Cheng claimed the Chinese frigate was allowed to sail in the waters, Kyodo News said citing an unnamed source.

The frigate left the zone at about 3:10am, according to major Japanese media, including Kyodo and national broadcaster NHK.

Chinese coast guard vessels routinely travel around the disputed islands, but this was reportedly the first time a Chinese navy ship entered them.

Three Russian military vessels were also seen in the waters around the disputed islands at the same time, Japanese media said.

The Russian ships entered the area around 9:50pm on Wednesday and left around 3:05am on Thursday, Jiji Press said, adding that Russian naval ships had entered the waters before.

  安倍首相被助手从床上叫起来,已经是9日凌晨1时过后。朦胧中他听到的报告,是“中国军舰驶入尖阁列岛近海,而且还有俄罗斯军舰。”

  接完电话,安倍首相彻底醒了。

  “尖阁列岛”是日文的表述,中文名称叫“钓鱼岛”。

  日本防卫省提供给安倍首相的报告称,今日凌晨0时50分许,中国海军的一艘驱逐舰驶入尖阁列岛的久场岛东北的日中毗邻海域。而在这之前的8日夜9时50分许,俄罗斯的3艘驱逐舰也驶入久场岛与大正岛之间的日中毗邻海域。中国海军军舰进入尖阁列岛附近的日中毗邻海域是第一次,而中俄两国海军军舰同时出现在毗邻海域也是第一次。

  安倍首相立即询问:“海上自卫队在现场的军舰有几艘?”得到的回答是,有2艘,一艘是护卫舰“濑户雾”号,另一艘是护卫舰“旗风”号。

  “濑户雾”号是一艘服役已经超过25年的老舰,编号为“156”舰,排水量为3500吨,现属于海上自卫队第3护卫队群第7护卫队,基地在靠近北海道的青森县大湊市。为何会出现在远离基地的钓鱼岛附近海域?应该是一个谜。不过有消息说,“濑户雾”号是一艘专门应对中国海军的“专业舰”,今年3月,刚刚前往南海,并首访了越南金兰湾。“旗风”号虽然有4500吨,编号为“171”舰,是1986年服役的老舰,已经干了30年。

  安倍首相在接到报告后,立即下达了三点指示:第一,为了预防不测事态的发生,要求各省厅紧密配合认真对应;第二,与美国等相关国家紧密联系合作;第三,尽全力加强警戒与监视。

  根据安倍首相的指示,首相官邸的危机管理中心立即设立了“中国海军舰艇动向情报联络室”,收集中俄军舰的相关情报。而防卫省也立即召集了最高军事干部会议,研究对策:万一中俄两国军舰驶入钓鱼岛12海里的“日本领海”,该怎么办?

  防卫省紧急出动了P3C侦察机对中国与俄罗斯的军舰进行了跟踪侦察,发现中国的军舰是一艘中国自行研制建造的最新型最现代的导弹护卫舰。防卫省称,这样的导弹护卫舰中国只有2艘,分别是“温州526舰”和“马鞍山525舰”,排水量为4000吨,配备有舰对舰和舰对空导弹,还有高射炮与鱼雷,均属于东海舰队。而俄罗斯的3艘军舰,分别是无畏级驱逐舰、补给舰和外洋拖轮。

  根据日本海上保安厅划定的概念,“日中毗邻海域”是指距离钓鱼岛12海里至24海里之间的海域。中俄4艘军舰一同出现在这一海域,让日本海上自卫队的“濑户雾”号和“旗风”号束手无策。万一这4艘军舰一起进入钓鱼岛12海里的“日本领海”,那么,“濑户雾”和“旗风”号只能袖手旁观,因为其他的军舰从长崎和冲绳赶过来,也是来不及。而“濑户雾”号和“旗风”号强行拦截的话,有可能会发生擦枪走火。所以,防卫省给予海上自卫队的紧急指令是:跟踪监视警告。于是,“濑户雾”号不断地通过无线向中国军舰喊话,“旗风”号跟踪俄罗斯舰队喊话,要求中俄军舰离开毗邻海域。不过,防卫省没有透露中俄军舰回答的情况。

  钓鱼岛附近海域的现场,自然是气氛紧张。日本政府无论如何要叫中国军舰离开毗邻海域。于是,凌晨1时15分,日本外务省亚洲大洋洲局长石兼公博打电话给中国驻日本大使馆公使刘少宾提出了抗议,要求中国军舰立即离开。首相官邸觉得,这还不来劲,于是在凌晨2时,日本外务省事务次官(常务副部长)斋木昭隆把中国驻日本大使程永华从床上叫到外务省提抗议。外务省透露说:程永华大使当场表示“钓鱼岛是中国固有领土,中方绝不接受日本的抗议”。

  在毗邻海域航行了2个多小时后,于凌晨3时10分许,中国军舰和俄罗斯军舰几乎同时离开了中日毗邻海域。日本政府上下这才松了一口气。

  对于中俄两国军舰的突袭行动,美国政府怎么看?日本电视台驻华盛顿记者紧急采访了美国国防部,国防部的回答是:“舰艇是在国际海域航行,我们不作特别的评论。”

  一大早,日本各大电视台纷纷报道。但是大多强调的是“中国军舰”。

  中俄军舰为何会突然出现在钓鱼岛附近海域?这可能与日美印三国海军将于明天在九州附近海域举行联合军事演习有关。日美印三国联合演习的海域位于长崎县佐世保日美海军基地与冲绳县之间,这一海域是中国海军舰队进出太平洋的唯一通道,日美印三国是首次在这一海域举行演习。

  日本防卫省说,如果中俄两国军舰同时出没在钓鱼岛附近海域不是巧合,而是一次针对日美印三国军演的一次联合的对抗性行动,那么,这一事态就显得十分的严重。(北京晨报网 作者: 徐静波)
