LHL is overwhelmed and is totally lost. He doesnt know what to do. So when he doesnt know what to do he tries to buy time by:

1. Denying SG is facing problems.
2. Using bogeymen to distract Singaporeans from the problems.
3. Forming committees eg Committee on Future Economy) to study the problems

Singapore's biggest nightmare will come very soon with it's instant population quick fix solution. With a TFR of 1.2, an explosive aging population will come in less than 30 yrs with no young adults from the babies shortfall now. The NS conscription supply will simply dry up and close shop.
