Couple of points on issues raised by drifter and others.
1) Though I am sure we all agree that all countries have criminals, culture does play a part. India is stratified by caste system. The traditional outlook is that females do have a secondary role in society. It is not only India but the middle east also treats women badly but unlike India the Arabs consider their women as personal property and will not tolerate damage to their "goods" They however well known for abusing their females including maids.
2) These sort of crimes where society allows it to happen in well known in places like China where the lower income are exploited, their land and possessions taken are also well known. PRC mayors and Police chiefs treats their remit as personal fiefdoms. Their children can be found all over the 1st world living the good life.
3) We and the 1st world must make our displeasure known and that we will not tolerate this kind of systemic abuse. With sufficient pressure and shame brought to bear, there will be changes.
In essence, these are not the usual crimes and these should not be tolerated by the international community. This is not about chasing criminals but demanding the politicians, leaders and police and enforcement chiefs do their work for which they are paid. It is the system and culture and not the criminals that are the issues.
In Singapore and many countries, a rape victim does not get the blame and more likely than not, justice will be done. It is not the same in India. Imagine a cabinet minister had to apologise after commenting that these are women that have painted faces and go to discos. He obviously apologised when it turned out that there was national outrage. You tell me which cabinet in which country will make such a comment involving a rape of this nature. Fucking morons.
