physical laws aren't set by anyone or entity, anthropomorphising every aspect of the physical world did help our ancestors understand this world a little better but only to a certain extend, and now logic and rational thinking is helping us understand the physical world a little more
the state of energy fields and the behavior of the particles seems to obey a certain rule but yet at the quantum level, it is almost in utter chaos. these physics laws are merely the best fit for descriptions of the physical world. long ago scientists though the world was flat, then they thought it was a perfect sphere, now we understand it is slightly oblong and it wobbles. if anyone had a better proof of what the physical law should be, the scientific community gladly accept it.
