Young man scavenging recycling bin holding a plastic bag containing bra​

Weird encounter this morning.. Was on my way out to work, took the side path as i wanted to throw my stuff

As i was walking past the recycling bin area, i came across this young 18-19 year old boy who was like searching through the 'donation bags' meant for the recycling bin. He was looking down like a little rat busy sniffing through its favourite cheese. He started to walk away almost immediately when i walked past.

He was holding a translucent bag containing what seemed like used/discarded bras and some lingerie stuffs; Making a quick escape right around the corner.

What an odd encounter.. Anyone experienced such stuff in their neighbourhood?
