People’s Association (PA) CEO Yam Ah Mee will retire from public service on Sun (31 Mar). He will be leaving to join the “private” sector – Sembcorp Design and Construction Pte Ltd (SDC), a subsidiary of Sembcorp Industries. Taking over from him is Ang Hak Seng, the former CEO of Health Promotion Board.
A farewell party worthy of a star was organized for him by PA yesterday (28 Mar). Some 600 PA staff and grassroots leaders attended his farewell bash at the PA HQ. They even named the party, “Yam Seng Day”.
Mr Yam played the ukelele and sang three songs to loud cheers from PA staff.
Speaking at Mr Yam’s farewell, former PA deputy chairman Lim Boon Heng paid tributes to Mr Yam.
Current PA deputy chairman Lim Swee Say singled out Mr Yam as among the PA chiefs “who made the greatest impact on PA”.
Mr Lim Swee Say, in a toast to Mr Yam, said, “We hope that for many more years to come… Yam Ah Mee will always be yummy.”
Mr Yam thanked the board, grassroots leaders and PA staff for their support. He said he was thankful for the privilege and opportunity to experience what a grassroots leader does.
When asked by reporters if he would run for president one day, as mooted by some quarters on the Net before PE 2011, he declined to make comments.
Giving advice to Mr Ang, his successor, Mr Yam said, “Continue to support the grassroots leaders, our staff and grassroots advisers in order to reach out to residents, and together with the residents in Singapore we can build a strong social capital.”
Notice that he mentioned supporting “grassroots advisers” instead of “MPs” in his advice to his successor. That means in those opposition constituencies, PA is not under obligation to support the opposition MPs but the grassroots advisers who are typically the PAP MPs who lost in those constituencies. In PAP constituencies, the grassroots advisers are the PAP MPs themselves.
In the farewell party, Mr Ang, the new PA’s chief said he wants to expand the PA network to “bring people together… and bring the Government closer to the people”. He said he has some ideas but did not elaborate.
Mr Yam, an SAF scholar, served in the Republic of Singapore Air Force (RSAF) after completing his studies. He rose to become the Chief of Staff of the Air Staff, before retiring from SAF with the rank Brigadier-General. Thereafter, he entered the Civil Service.
He joined the Public Service Division in 1998 and was appointed the Deputy Secretary (Development) and the CEO & Dean of the Civil Service College. He was then posted to the Ministry of Transport as Deputy Secretary (Sea & Air) in 2004 and was appointed Chief Executive of Land Transport Authority in 2005. He received the Public Administration Gold Medal at the 2008 National Day Award. He took over as CEO of PA in 2010.
With regard to his new career in a “private” company, the Sembcorp Industries’ subsidiary SDC, Mr Yam said, “So, having had experience working in the military, the public sector and in PA and some voluntary organisations – the people sector – I wanted to experience the private sector. That is why I’m moving out to pursue a different career.”
