It claimed the resignation has something to do with Palmgate.

Think about the big picture here. For many years, there has been a great deal of machinery built up to make sure that PAP wins every elections.
1. the GRCs
2. constant redrawing of electoral boundaries (this is known as "gerrymandering")
3. The people's association
4. The town councils (ensuring that the barrier to entry of a small opposition party is too high to be elected)
5. the HDB upgrading, making sure that opposition parties get the least upgrading
6. The close relationship between one of the parties and the administration of elections (ie why the fuck is the PA boss and the returning officer the same person??!!)
7. The special ability of the PAP to attract new talent (now going down the tubes)
All these defences worked when all the opposition parties were weak. Now they are gaining strength, and now the people are revolting against the perceived injustices. You can think of these defences as a high fence. The high fence works when the ninjas are outside the fence. Once the ninjas have entered the fence, they are quite useless.
It is highly probable that the PAP is re-examining their whole approach. One big weakness of the PAP is that they are perceived to be assholes. This makes it difficult for them to attract talent because talented people don't want to work for assholes.
