中国国防部新闻发言人吴谦大校此前表示，世界上只有一个中国，大陆和台湾同属一个中国。中华人民共和国是中国的唯一合法政府，中国的主权和领土完整不容分割。

据台湾“中时电子报”报道，22日开始战备操演，不但所有军舰精锐尽出，台“海军司令”黄曙光也在花莲港登上纪德级基隆舰（1801），在支队旗舰坐镇指挥，另台海军舰队指挥官李宗孝中将则在左营舰（1803），昨晚于苏澳出港。台“海军司令”与舰队指挥官同时出海操演，显示台海军对这次花东海域战备演训的重视，也是近年较大规模的海上练兵。另台湾“国防部长”严德发此前也特别前往苏澳台海军168舰队视导。严德发特别指示各军种与“国防部”高司单位官员，也随舰出海，实际了解台海军战备与海上作战实况，是台军以往海上练兵少见。

据报道，台海军此次演习进行了多个科目的演练，并模拟对“敌”实弹攻击。
报道称，台军操演的第一个科目是防空作战（紧急出港）。台空军三型三代战机全出动支援参演。
台海军基隆舰（1801）自花莲港启航，支队遵令于花莲港外备便接护，IDF战机1批4架次模拟“敌”大批空中目标来袭，对花莲港实施攻击（投放火焰弹模拟攻击）；支队申请F-16战机1批4架次拦截来犯敌机（投放火焰弹模拟攻击）。

接着由台军所谓的“航母杀手”沱江舰（618）率领两艘锦江级导弹艇组成水面打击区队，由金江舰（610）及湘江舰（611）各投放2枚深水炸弹执行紧急攻潜行动。后续S-70C对支队攻击目标实施战果评估。
第3个科目是反水面作战实弹射击。除了没打精准武器，台海军参演军舰都有发射实弹。
操演想定是支队侦获“敌”第二突击群快艇，发布反水面一级备战，令各舰实施干扰弹，127毫米舰炮及76毫米舰炮，近防炮实弹射击，模拟对“敌”水面舰实施攻击。
报道称，台海军各舰实施干扰弹射击，运用飘扬于空中的金属干扰丝，使“敌”雷达幕产生大面积干扰云，降低导弹威胁。基隆舰（1801），左营舰（1803）及宜阳舰（939）实施127毫米舰炮射击。

面对中国强势崛起 美国家安全机器终于露出狰狞面目

中美建交40年的历史，是中美经贸关系由小变大、由低级到高级不断进步、两国经济共同成长和互利的40年。生于上世纪70年代及之后的中国人，绝大部分在这40年中对美国的印象虽然复杂，但是并没有看到其国家安全机器对另一个国家全面开动时的狰狞一面。当前，美国政府针对中国的打压行动正在越演越烈。面对中国的强势崛起，美国国家安全机器已对华显露狰狞面目。
对华安全焦虑上扬
冷战结束后，美国的经济运营方式迅速转向“金融资本主义”，金融服务业和服务业占据了美国GDP的80%。除了保持芯片、航空、汽车等核心工业制造部门之外，大量的制造业“外移”，美国依靠美元优势，进口工业制成品和日用品就足以维持经济运营和日常生活。而恰恰在这30年，中国是世界上工业化进程最快和最成功的国家。
美国政府经常列举的数千亿对华贸易逆差，不是中国商品对美国“强买强卖”的结果，恰恰是全球产业分工和协调的结果，是美国制造业外移、过度依赖金融业和服务业的结果。与此同时，大量中国制造的廉价、优质产品进入美国市场，帮助美国稳定了物价，改善了中下层美国民众的生活。中国进出口能力的长足发展，让中国拥有大量美元外汇盈余，成长为美国海外最大的美元货币拥有国。但中国仍然将近一半的美元外汇盈余投资到美国的国债市场，帮助美国稳定了美元汇率，也将中国的经济成长继续绑定在美元主导的国际金融体系之中。
可以说，过去40年，中国的经济成长对美国的繁荣做出了远大于一般国家的重大贡献，美国对中国的接触政策和市场开放，同样是中国崛起的重要外部条件。不管特朗普政府如何“妖魔化中国”，这样的信心不能变。
中美经济的合作互利效益显著。美国前总统奥巴马曾公开表示，美国欢迎一个“强大、繁荣和稳定的中国”。特朗普政府上台之后，短短两年多的时间，不仅抛弃了奥巴马政府中国政策的基本原则，更发动史无前例的对华贸易战，编造国家安全借口围剿华为，甚至将对华防范和限制全面扩大到学者、学生学术交流领域，将代价转移到两国的市场和消费者身上。
这其实已经说明：当美国对华安全焦虑上扬时，必然将安全置于经济之前。

超级国家安全机器
对美国来说，经济利益尤其必须服从美国作为唯一超级大国的特殊安全利益。在当代国际关系中，美国的国内权力结构是十分典型的超级“国家安全国家”（National Security State）。
美国已故作家戈尔·瓦德尔曾撰写《美国作为国家安全国家的历史》一书，对美国作为这种“国家安全国家”的本质进行了深刻揭露。瓦德尔认为，美国的权力机构控制在“军事-工业-安全复合体”手中；美国永远需要敌人，而且永远按照自己价值及需要寻找和定义敌人；美国精英总是按照自己对制造敌人的利益及政治需要，全力向美国民众炮制和灌输“什么是美国敌人”的话语逻辑。这套“美国敌人”的话语和逻辑系统常常不顾事实、扭曲真相。这种永远“需要敌人”和“打击敌人”的国家安全体制运行的结果，就是“总能让美国武装到牙齿”。

维持美国作为全球唯一超级大国的政治意志，保障美国作为“山巅之国”的科技、尖端产能和金融霸主地位的社会决心，以及从冷战时期就积累起来的超级国家安全机器，这些决定美国始终就是一个“国家安全至上”的国家。而美国的“国家安全”定义和内涵，远比一般国家要宽泛、细致和深入。其结果是，美国是个民主和法治国家，但美国从来就不缺乏偏见、歧视和仇恨。
因此，美国一些高校已经采取措施，停止或限制与中国企业的科技研发合作，甚至在招生和研究人员互动方面也在开始起变化。这一方面是受美国政府的压力，一方面是美国社会的“爱国意识”也常常在跟随美国政府反击“威胁”和“敌人”时会自发膨胀。在美国高校具有人才开放、校园自由的传统背景下，不接受和不录取中国学者和学生显然偏离了美国高等教育机构自我标榜的价值和理念。
最近，曾经是全球化坚定支持者之一的美国专栏作家、《世界是平的》一书作者弗里德曼和美国极右翼势力的代表人物班农一起出现在CNBC电视台的评论节目中，对于班农的“遏制中国论”，弗里德曼当场表示支持，认为通过全面加税等措施打压中国是“必要的”，因为这“符合美国利益”。
这些美国精英现在一边倒地支持特朗普的强硬对华政策，这是美国作为“国家安全国家”，在事关美国霸权利益问题上总是朝野一致的写照，更是我们在这次中美较量中需要认清的“美国力量”。
终会“声嘶力竭”
美国政府“打压中国”的种种做法，调动了美国国家权力机器的各个部门，展示了美国国家安全机器在“塑造敌人”、“打击对手”上的扭曲、夸大和“老辣”的一面。
近两年中美关系演变，给我们全面、深入认识美国上了生动一课。美国朝野虽然政治对立、社会分裂，但在针对中国这个“对手”时国家机器运转却配合一致。
面对这样的美国，首先，我们无需惧怕，但却需要擦亮眼睛、调整状态、全力应对。
其次，当美国的超级国家安全机器嘶吼着对准中国之时，这场较量和比拼无疑将具有世纪意义。当前中国的综合势力还处于下风，各自政策主张的国际动员能力还存在强弱之分，在这种状态下我们在保持战略清醒和战略定力的同时，也要避其锋芒、扬我所长。在执着地坚持管控中美分歧的同时，着眼于两国间长期“缠斗”，是我们需要建立、也可以建立的社会共识。
再次，抓住战略机遇，全面深化改革开放、坚定不移地继续融入世界，不断提升国家治理能力。美国的国家安全机器终究也会有“声嘶力竭”的那一天。
