在我国领导人对菲律宾进行国事访问前夕,英媒《金融时报》11月19日称,中企葛洲坝集团将投资20亿美元(约139亿元人民币)在前美驻菲的克拉克空军基地打造一个工业园区;并分析称,此举显示菲总统杜特尔特日益弃美亲华的最明显迹象之一。

报道称,这一正拟议中的新项目是中国在菲律宾最大的投资之一;同时也是杜特尔特推出总值1800亿美元的“大建特建”计划中规模最大的项目之一,该计划旨在振兴菲律宾的基础设施建设。

在回答新华社记者关于对两国关系未来走势有何期待的提问时,杜特尔特说,菲中命运休戚与共,维持两国友好关系符合彼此利益。他期待菲中之间的经贸合作持续成长,也期待两国人民进一步密切友好往来,此外菲律宾也愿意在国防安全及维护区域和平稳定方面加强与中国的合作。
据了解,克拉克自由港区是原为美国空军的克拉克空军基地,拆迁归还给菲政府后改建而成的经贸发展特区。该区毗邻马巴拉卡特市,距离东南方的菲律宾首都马尼拉市约60公里。
报道指出,葛洲坝集团并不是近几个月来首家在菲建立大规模业务的公司。19日,菲律宾国家电信委员会宣布,由中国电信与一家菲律宾集团组成的联合体,正式成为该国第三家全国性电信运营商。
自2016年杜特尔特上台以来,菲律宾和中国建立了友好关系,以减少菲长期对美国的依赖。2016年杜特尔特访华期间,两国曾就铁路、港口和其他基础设施项目建设达成了共150亿美元的协议。

The Philippine Base Conversion and Development Agency (BCDA) is one of the main departments responsible for Clark's urban planning and construction. Chairman Vicencio Dizon said that this week they will develop 500 hectares of land for China with the Chinese company Gezhouba Group. A memorandum of understanding is signed for projects used by technology and manufacturing companies. Chinese President Xi Jinping will arrive in Manila today for a one-day state visit to the Philippines meant to push forward talks to tap into billions of dollars worth of oil and gas reserves beneath contested waters that both nations claim, as well as firm up deals to bolster President Rodrigo Duterte's ambitious infrastructure push.
The two leaders will likely sidestep political disputes involving the South China Sea. But expectations are high that terms for an agreement to explore its resource-rich waters may be finalised by the time Mr Xi heads back to Beijing.
