习近平总书记高度重视今年的防汛救灾工作，多次作出重要指示批示。他强调，切实做好监测预警、堤库排查、应急处置、受灾群众安置等各项工作，全力抢险救援，尽最大努力保障人民群众生命财产安全。
在防汛救灾体系中，有一股科学力量，它们是抗洪一线的“实力担当”：电子哨兵“云上”瞭望、“5G+VR”远程实时观测、移动拼装式防洪墙……科技赋能，提升了防汛监测预警的精准度、抢险救灾的时效性，更大程度保障人民群众生命财产安全。
电子哨兵“云”瞭望精准预警
湖南省安乡县防办副主任刘洪流时不时掏出手机，点开防汛App，屏幕上显示出水库的实时入库流量和下泄流量。
“水位监测，过去基本是用眼看、靠手抄。现在靠这个电子哨兵，24小时智能监测水情变化。”
47岁的刘洪流，与水打了一辈子交道，亲历过1998年长江流域特大洪水。水位智能监测系统，成了他开展防汛预警的新参谋。
汛情监测预警、堤岸排查，一支支突击队日夜奋战在防汛一线，还有一支看不见的信息化突击队也在“不知疲倦”地高效作业。
地跨长江、淮河两大流域的安徽省，正迎来“南北同战”的防汛关键期。高科技让“一网监控”点多面广的河道、水库变成现实。
走入安徽省水利厅的指挥大厅，屏幕上色彩斑斓的电子地图格外醒目，全省闸坝、河道、水库等水利设施标注着红黄等不同颜色，代表不同的水位情况。
这张电子地图集成着安徽省雨量、水位、墒情、水质等共计8000余个自动信息采集站采集的信息，接入1300余个各类视频监控站点。“一旦有监测对象超过阈值，系统便会自动报警。”安徽省水利厅科技与信息化处副处长胡卫权说。
汛情期间，“智慧大脑”实现了比人工更精准的计算与预警。
7月8日，位于浙江省建德市的新安江水库首次9孔全开泄洪。“像这样的开闸泄洪，以前要靠人工收集好数据，十分耽误时间。”建德市副市长何瑞洪说，当地“城市大脑”平台归集水利、气象等380余万条数据，借助强大计算力，实现线上实时监控与提前预警，大幅缩短了救灾决策时间。
入汛以来，江西省防汛抗旱指挥部启用“智慧水利专家会诊”系统，200余名专家使用系统巡堤查险600余次，发现险情1600余处。安徽省依托省级水利信息共享平台、基层防汛监测预警平台等信息化载体，打通了全省水利信息的“云、管、端”，成为防汛的“千里眼”。
在防洪救灾体系建设中，各地近年来加大了大数据、人工智能、超级计算等新一代信息技术的应用，有效提升了汛情监测预警的精准度和时效性。

“抗洪神器”显实力高效救灾
砂石打包机一小时装900袋砂石，相当于60个人力；抢险船运载上千乃至数千吨砂石，自动装卸、远距投放，效率超过人工千百倍。
洞庭湖大堤附近的这些“抗洪神器”，相当程度上减轻了肩挑背扛“肉搏式”的抢险压力。

科学研判助决策调度有方
“以前是挨家挨户上门通知汛情，现在可以‘一键’通知，我们能把更多精力用在跑一线、查危房了。”杭州市萧山区临浦镇基层干部林祥瑞胸有成竹地说。
萧山区临浦镇位于当地水库下游，为更好地提醒居民做好防洪准备，当地利用手机软件大幅提升通知效率，而居民群众也能和基层干部共享软件平台，能将所见安全隐患一键上报职能部门。
指令更精准，决策更科学，才能更好保障人民群众生命财产安全。
入汛以来，安徽省水利厅组建10个指导组下沉各地督导检查防洪风险隐患排查处置，畅通与省级255名水利防汛抢险技术专家的通讯联络，一些专家赶赴一线开展防汛抢险技术服务。
“过去评估山洪是否暴发依据是实测降雨，但往往转移人员时山洪已经暴发。近年来，我们集合气象、水利等部门监测数据，通过融合实测降雨和短临预报，将预警时间提前0.5个至3个小时。”浙江省金华市防汛抗旱应急管理中心副主任李会说：“去年以来，金华市共发生60多起小流域山洪，因提前转移，没有发生一起人员伤亡事故。”
转移安置直接关系灾区百姓生命安全，只有预案科学、组织有序，才能做到万无一失。
安徽省铜陵市枞阳县紧邻长江，有三个江心洲。早在今年4月份，枞阳县就编制了转移安置预案。7月8日至今，三个江心洲转移安置超过7000人。
