The China undergraduate scholarship holder who has come under fire for making derogatory comments about Singaporeans has been given an official reprimand, a $3,000 fine, and will be required to perform three months of community service before he is allowed to graduate.

In a circular to students from university provost Tan Eng Chye, the National University of Singapore (NUS) said that 25-year-old Sun Xu's comments were 'improper, insensitive and disrespectful to the community', and had 'stirred up considerable unease, distrust and ill-will within and beyond the university community'.

The NUS has also informed Mr Sun that his undergraduate scholarship benefits have been terminated for the final semester as his behaviour was 'unbecoming of a scholarship holder'.

Last month, Mr Sun wrote in a blog post about unpleasant encounters with 'uncles', and commented that there are 'more dogs than humans' in Singapore.
