SINGAPORE : Candidates aspiring to contest the forthcoming Presidential Election can expect the Writ of Election to be issued anytime from August 3.

This is going by the fact that the Elections Department has set August 3 as the cut-off date to complete two matters:

Firstly, to remove from any Register of Electors the name of any person where the Registration Officer believes that the address of that person as shown in the register has ceased to exist.

Secondly, to transfer the name of any person to the appropriate Register of Electors where the person has notified the Commissioner of National Registration in writing of his change of address or contact address.

These details have been published in a government gazette announcement on Tuesday.

Five individuals have so far expressed interest to contest the Presidential Election.

They are former deputy prime minister Dr Tony Tan, former Member of Parliament Dr Tan Cheng Bock, ex-CEO of NTUC Income Mr Tan Kin Lian, a former civil servant Mr Tan Jee Say and Mr Andrew Kuan who was unsuccessful in his bid to obtain a certificate of eligibility to contest the presidential polls in 2005.

Two of them, Dr Tony Tan and Mr Tan Kin Lian, have submitted their forms to the Presidential Elections Committee to apply for a Certificate of Eligibility.

SINGAPORE: Former Deputy Prime Minister, Dr Tony Tan, said he believes in a higher education policy that puts Singaporeans first.

But he said this is different from a "Singaporeans only" policy.

Speaking at a public lecture at the Singapore Management University, Dr Tan said as an international city, it would be a mistake for Singapore to close its doors to foreigners.

But he said the primary responsibility is to citizens and that's why they have priorities in school admission and in scholarships for further studies.

In his speech on education, Dr Tan highlighted three challenges.

These include the unprecedented growth of China and India as well as demographic shifts.

And he said Singapore needs a system that is comprehensive, flexible and open and he believes these values will help Singaporeans tackle the challenges and opportunities ahead.

Dr Tan said he was offering his views as a private citizen but he also responded to questions on his bid to be President of Singapore.

Asked what could be done to further the education sector, he said while the Elected President has no executive authority, he can make an impact by drawing attention or championing the cause by school visits and talks with educators.

The former Deputy Prime Minister has served as Education Minister and Minister-in-Charge of University Education during his days in the Cabinet.
