SINGAPORE: Chairman of Aljunied-Hougang Town Council (AHTC) Sylvia Lim has responded to the recent statement by Dr Teo Ho Pin - on the sale of the software formerly owned by the town councils managed by the People's Action Party (PAP) to Action Information Management Pte Ltd (AIM) in 2011, prior to the General Election.

She said AHTC is not able to verify the accuracy of the reasons for the sale cited in the statement on January 2 by Dr Teo, who is the coordinating chairman of PAP town councils.

Ms Lim said the documents AHTC has on hand, including the tender documents, do not disclose many of the details mentioned.

She also said the reasons given underscore three fundamental facts.

First, the PAP-managed town councils sold off the computer and financial systems developed with public monies to a vehicle of the PAP, just prior to the General Election.

Second, according to the most recent statement of AIM Chairman, Mr S Chandra Das, AIM "as a PAP company" wanted to "be helpful to the PAP Town Councils".

Third, the PAP sees no issue with an arrangement allowing them to terminate the software agreements with any town council with one month's notice, if there's a material change in the town council's membership.

Ms Lim also questioned the one-month termination clause in the AIM contract, which Dr Teo considered "reasonable".

She said he himself indicated that it would take "maybe 18 to 24 months, or even longer" to assess new software and develop a replacement system.

Ms Lim said the question of how the PAP-managed town councils acted in the public and residents' interest in relinquishing their ownership of the systems to AIM has still not been answered.

"We leave it to the public to make their own judgement," she said.

At first I thought the PaP was just following through on its threat to 'fix' the opposition. Now I realize they r making good on another threat to make the voters 'regret and repent'!!

She is also showing up the stupidity of Teo and Das, using their own comments to substantiate her arguments.
Let's give Teo to take a few days to understand her statement and then issue another statement that he needs a few more days to respond to the fresh allegations.

What a sore loser act by pap.It is akin to pap laying a booby-trap to spring on the Opposition Town Councils (TCs) to sabotage their operations and then give the Opposition TCs a bad record card,to show Opposition TCs in bad light,to show Opposition TCs incompetent and inefficent in managing a Town Council .

Teo Ho Pin is an idiot of the first degree. By his own admission, it will take at least 18 months to develop software, and one month is reasonable. But then again, he is no idiot, having got a doctorate - he thought he was smart. Any termination period is negotiated between the signatories to the agreement. He thought it was business as usual, knowing that the $2 company will not serve notice on PAP TCs.

The CNA report left out an important paragraph in Sylvia Lim's Press Release, which I quote as follow:

To allay any doubts about whether AIM had indeed terminated the software agreement with AHTC, a copy of the termination notice is attached for public scrutiny.

It also has a link to the letter dated 22 June 2011 sent by AIM to AJTC apparently by hand as the datestamp of receipt is the same. The letter put AHTH on notice that it will terminate the contract of the TCMS on 1 August 2011. This is the date WP took over AHTC (Link).

Is Teo Ho Pin lying with this statement:

"This is inaccurate. AHTC wrote in on June 10, 2011 to state that it wanted to develop its own system. Thereafter the contract was terminated with mutual agreement on Sept 9, 2011, after two extensions had been given at AHTC's request. AHTC thanked AIM for the extensions."

How could AHTC wrote in on 10 June 2011 since WP had yet to take over the management? Did the old management under PAP wrote in to terminate the contract?

Why not? the company is not related to any WP logo unlike AIM with PAP logo written loud and clear. Know the difference before you make any false allegations.
