This is a very complicated case.
When PE handed over to WP, they said there was one million surplus for Punggol east but later said the surplus was belonged to the Bigger GRC . You see this is most messy part. WP found a deficit when the accounts was handed over from PAP. The statement was signed by PAP people . The operating funds were indeed in deficit !
If the claim of 1 million surplus was true for the larger GRC when Punggol east belonged to, then the operating funds for PE should see a profit of $ 166,666 approx at pro-rated share, after factoring 6 wards.
WP should act legally if PAP refuses to clarify the surplus of one million whether it belonged to punggol east or to the larger GRC where punggol east belonged to at that time.
This is a serious matter because WP has to hand over the correct accounts to the Punggol SMC. PE now under the PAP will dispute the accounts and in turn asking for the 1 million surplus which does not exist.
Voters of Punggol east need to know the truth so that there is no misunderstanding between WP and the PE voters.
It is best to have everything comes clean and issue correction if there is ! PAP has to gentlemanly issue a definitive clarification whether there is a surplus or a deficit . The answer is that simple.
