These syndicates have runners locally to do the work...only the people behind are based overseas to evade arrest.

Likely sinkie or maybe Malaysian. I've heard of indos too but so far not heard of pinoy syndicates.
For those who wants to know how to scam such ah longs can let me know I will share tricks of the trade.
